15,786 companies, self-employed people, universities, research centers, public administrations or private individuals have so far benefited from the Recovery, Transformation and Resilience Plan (PRTR) in Navarre. A Plan that, as of 30 June, has allocated 1,420 million euros to the Regional Community, of which 789 are managed directly by the General Administration of the State and the rest, 631, are self-executing after allocation at a sectoral conference. This was explained by the delegate of the Government in Navarra, Alicia Echeverría, who has taken stock of the management of the central executive in the Foral Community.
He assured that “if Navarre is today a more sustainable, fairer, more cohesive and more egalitarian region, it is thanks, in part, to the transforming impulse of European funds.” Echeverría has highlighted the “commitment” of the Government of Spain to the Foral Community. A government, he said, “that works for the social majority of this country and to continue improving people’s lives.” And he does it “without self-complacency, aware that there is a task ahead”.
In this regard, the delegate of the Government has indicated that “we have two years left to continue modernizing and improving our country”. He has referred to the good performance of the economy that, he says, also moves to households, “which have 9 percent more disposable income than in 2018.”
In addition, he has highlighted the five lines of work that the Government of Spain is marking for the remainder of the legislature, which are the economy and employment, the strengthening of the welfare state, the mitigation of the climate emergency, the strengthening of institutions and territorial cohesion, and the deployment of an ambitious international policy.
Recovery, Transformation and Resilience Plan Balance
The government delegate has assured that one of the factors that explains the good progress of the country is the Recovery, Transformation and Resilience Plan. Alicia Echeverría has updated the figures of the European funds that the General Administration of the State is executing directly in Navarre.
He referred to PERTE, the Strategic Projects for Economic Recovery and Transformation, for their “enormous impact on the economic and social ecosystem of our community.” Thus, within the PERTE VEC, of the Electric and Connected Vehicle, Navarra has allocated 111.4 million euros for projects such as the electrification of Volkswagen or the new battery plant of Mobis. The PERTE ERHA, of Renewable Energies, Renewable Hydrogen and Storage, leaves investments worth 83.2 million euros. Within the PERTE of Health of Vanguardia, Navarra receives to date 55.4 million euros, and another 36.3 million are framed in the PERTE of Social Economy. For its part, the Foral Community receives another 24.5 million for the agri-food sector within the framework of PERTE Agro, and 24.2 million correspond to the PERTE of Digitalization of the Water Cycle. The allocation to Navarre includes another 9.9 million from the Aerospace PERTE and 1 million within the Circular Economy PERTE.
Apart from the strategic projects, there are other relevant investments, such as the funds for the construction of the High Speed line within the Cantabrian Mediterranean Corridor: 116 million for the platform of the Tafalla–Campanas section, and 45 million for the viaduct on the River Ebro and for the connecting platform with the Castejón-Pamplona line.
In the area of territorial cohesion, the UNICO programme stands out, with 14.5 million euros for broadband extension, and another 16.8 million for 5G deployment.
The government delegate also mentioned the Kit Digital program, which has benefited 10,760 SMEs and self-employed people in the Foral Community with digital bonuses that already exceed 44 million euros.
The impact of social policies
Alicia Echeverría recalled that, as the economy grows, “we strengthen our welfare state.” He referred to the employment situation and pointed out that, thanks to the labor reform, the number of indefinite contracts grew by 139.5 percent between 2019 and 2025, from 25,602 to 61,316. Social Security membership also increased by 34,199 people compared to June 2018, and the number of members and affiliates arrived in Navarre last month at 316,264. At the same time, the progressive revaluation of the Interprofessional Minimum Wage to the current 1,184 euros benefits some 17,400 employees both full-time and part-time in the Foral Community.
Regarding pensions, Echeverría recalled that the average pension has increased in Navarre by 457 euros per month since June 2018, when it was 1,229 euros. Last month it was estimated at 1,687 euros. “With the reform of the People’s Party today we would be talking about a meagre average pension in our community of 1,278 euros,” said the government delegate.
With regard to the Minimum Vital Income, aimed at promoting the social and employment inclusion of people in vulnerable situations and combating child poverty, it has benefited 32,958 people in Navarre since its inception in 2020. While the Social Electric Bonus for vulnerable consumers reaches 22,801 people.
Finally, Echeverría referred to the scholarship system, “absolutely key to guaranteeing equal opportunities”. In Navarre, 7,000 students have received a scholarship from the central executive during the 2024-2025 academic year. There are 2,630 university and university students; 2,677 non-university students; and 1,693 students with specific educational support needs.
