The Ministry of Transport and Sustainable Mobility has granted 2,817,294.73 euros in direct aid to Navarre to finance public transport discounts during the first half of the year. With this item, up to 30% of the discount applied to tickets will be covered, while the Autonomous Communities and local entities must bear the rest of the cost of the measure, of at least 20%, from their budgets. In the whole of Spain, aid has been granted in the amount of 309 million euros, of which 211.7 correspond to Autonomous Communities and the rest, 97.3, to 133 local entities.
In the case of Navarre, the provincial government receives 395,447.10 euros; the Community of the Region of Pamplona 2,410,824.21 euros; and the City of Tudela 11,023.42 euros.
The direct subsidies correspond to autonomous communities and cities and local entities that have reduced by at least 50% the price of the subscriptions and multi-travel titles of collective public transport of their competence during the first half of 2025. The provisional resolution has been published in the Official State Gazette and the deadline for submitting claims is open.
This aid has been calculated in proportion to the revenue that each administration has ceased to receive due to the application of the rebate. The calculation has been made based on the information communicated by the local and regional authorities through responsible declaration, with the estimated percentage of the invoicing that the sale of discount tickets will entail with respect to the income obtained by the sale of those same tickets without discount in 2023.
Boosting public collective transport
This action is in addition to the discounts and gratuitous measures already applied by the Ministry for state public transport for the whole of 2025, and which have involved an investment of approximately 350 million euros during the first half of the year. Thus, during this period, users have been able to benefit from the free services of Neighbourhoods, Rodalies and conventional Media Distancia and from discounts of 50% of Avant services. In addition, state-owned bus lines have counted on a 100% bonus for recurring users.
The Government of Spain continues in this way with its determined commitment to promote the use of collective public transport among citizens as an essential axis in their daily mobility, as it is a safer, sustainable, inclusive and egalitarian means of transport.
