The National Police, Civil Guard, Foral Police and Municipal Police of Pamplona have today signed the “Protocol of collaboration for the police care of victims of gender violence in Pamplona/Iruña”, which aims to coordinate a preferential attention to the assistance and protection of women who have suffered this type of violence, and mitigate, as far as possible, the effects of this abuse.
This protocol has been signed by the superior head of the National Police, Manuel Jesús del Collado, the colonel head of the Civil Guard, José Miguel Barbero, the head of the Foral Police, Iván Ortueta, and the head of the Local Police, Antonio José Sánchez. In addition, the Government delegate in Navarre, Alicia Echeverría, and the head of the Coordination Unit against Violence against Women, Estrella Lamadrid, who has coordinated the elaboration of this protocol, have attended.
This document establishes the basic principles of action of the four police forces operating in Pamplona/Iruña. Among them, providing victims of gender violence with a police response as quickly and effectively as possible in situations of risk, a response that is of the highest sensitivity, quality and effectiveness, avoiding actions that imply an increase in victimization. They must also provide victims with clear and accessible information about their rights, and judicial bodies with information that is relevant to the protection of victims. Finally, they must ensure police coordination and collaboration with both public and non-governmental resources dedicated to legal and psychological support for victims.
About police coordination
The protocol states that a victim who goes to the police to make a first complaint will be treated immediately to ensure their safety. And, if at that time you could not receive specialized attention, the police forces will coordinate to offer you the collection of the complaint by specialized personnel.
It also establishes that, in the event of any event to which a police force other than the one assigned to the case may turn (a new victimization, a breach of a restraining order…), that body will be informed for its follow-up and coordination.
In the same way, it is determined how to act in the event of a possible change of address of the victim.
Police Force Functions
Likewise, the protocol signed today establishes the functions of the bodies involved in the care and follow-up of cases of gender violence:
1. Guarantee permanent communication in case of any need to those victims of gender violence included in the protection program and to those others that are determined, mobilizing the police resources appropriate to each situation.
2. Detection and control of possible risk situations for victims of gender violence.
3. Capture and manage operational information from other police or private services related to a possible risk situation for this group.
4. Facilitate contacts and, where appropriate, act as liaison police between the victim of gender-based violence and the other specialized services for the care of women.
5. Maintain control of the areas or areas of daily family and work life of the victim of gender-based violence and of the minors under his or her care, as well as those areas previously frequented by the aggressor, when the measures to be adopted according to the level of risk obtained so advise.
6. Advice to the victim of gender violence on subjective and objective safety standards and guidelines to follow for their self-protection.
7. Information to the victim of gender violence about the rights that assist him/her and the procedures to be carried out in certain cases (risk situations, non-compliance with measures of estrangement or prohibition of communication, etc. ).
8. Accompaniment to the victim of gender violence in the execution of certain procedures (complaint, judicial summons, attendance at trials, etc.) When the measures to be adopted according to the level of risk obtained so advise.
9. Alert the operating units to an imminent danger situation communicated by the victim.
10. Carry out the appropriate actions with the aggressor, included in Instruction 1/2025 of the Secretary of State for Security.
11. In the event that the arrest of the aggressor is concerned and the aggressor is in an unknown location, all the police forces competent in the Foral Community in this matter will collaborate in the location of the aggressor.
The bodies undertake to periodically review the evolution of the risk existing in each case; and to inform the other police bodies when any of them receives a measure ordered by the judicial authority related to a case, so that any of them can intervene in case of non-compliance.
Finally, the protocol provides for the creation of a monitoring, control and execution body for operational coordination between all police forces.
