The average retirement pension is 1,628 euros in Navarre compared to 1,256 in 2018. That’s 372 euros more, which represents an increase of 29.6 percent since the last year of management of the Popular Party. This was explained by the delegate of the Government, Alicia Echeverría, in the balance of activity of 2024. He recalled that, if the revaluation of the PP of 0.25% had been maintained, today we would be talking about an average pension in the Foral Community of 1,275 euros.
Echeverría has reviewed the main milestones of central government management in Navarre in 2024. “Spain is today a different country to the one we found in 2018; it is a better country; and I am convinced that, when the legislature ends, it will be even richer, more sustainable, fairer and more influential.” The government delegate in Navarre has highlighted the good progress of the economy and has set as priorities issues such as housing or the strengthening of public health.
“In that line we are going to continue working and we are going to do it without anything distracting us from our objective, which is none other than to improve people’s lives,” he said. “The policies that the central executive has been putting in place over the years are contributing to the progress and progress of the Foral Community,” said Alicia Echeverría.
The impact of social policies
The government delegate has broken down the impact on Navarre of some of the social and economic measures developed by the central executive.
Regarding the employment situation and the impact of labor reform, Echeverría has stressed that the number of indefinite contracts has grown by 139.5 percent between 2019 and 2025, from 25,602 to 61,316 to one of January 2025. At the same time, Social Security membership grows by 27,694 people compared to December 2018. The number of members arrived in Navarre last month at 310,336 people. At the same time, the progressive revaluation of the Interprofessional Minimum Wage to the current 1,134 euros benefits some 17,400 employees both full-time and part-time in the Foral Community.
Regarding the Minimum Vital Income, aimed at promoting the social and employment inclusion of people in vulnerable situations, he pointed out that the number of beneficiaries and beneficiaries in Navarre last month stood at 22,796.
Finally, the Social Electric Bonus for vulnerable consumers benefits 21,351 people.
The balance of the Recovery, Transformation and Resilience Plan
The delegate of the Government has pointed out that one of the factors that explain the good progress of the economy is “the transforming stimulus of European funds”. Navarre has allocated to date 1,270 million euros, of which 726 are being executed by the General Administration of the State and 544 are of autonomous execution. So far, there are 11,227 beneficiaries among companies, universities, research centers, public bodies or private individuals.
Echeverría has listed some of the most important investments undertaken by the Government of Spain in the Foral Community within the framework of the Recovery Plan. Thus, in terms of infrastructures, he referred to the 170 million euros committed for the construction of the platform of the Mediterranean High Speed Cantabrian Corridor, or 23.7 million for actions in the field of sustainable mobility.
Regarding the PERTE, he has referred to investments such as the 29.5 million euros for the electrification of Volkswagen, or the 12 million for the production plant of batteries for electric vehicles of Mobis. Both projects are part of the PERTE of the Electric and Connected Vehicle. Within the PERTE of the Agri-food Sector, 23.2 million euros have arrived in Navarre; 7.1 million in the framework of the Aerospace PERTE; and another 19 million of the Urban Water Cycle PERTE. Another of the relevant projects is the PERTE of Renewable Energy, Renewable Hydrogen and Storage, with initiatives such as the construction of a green hydrogen production plant on an industrial scale in Sangüesa that has received 15 million euros.
In the area of territorial cohesion, the UNICO program stands out, with 14.5 million euros for the extension of broadband to more than 62,000 homes and companies, and another 16.8 million for the 5G deployment in 147 municipalities.
The Government delegate also mentioned the Digital Kit program, which has benefited more than 4,700 SMEs and self-employed people in the Foral Community with digitization bonds that already exceed 21.5 million euros.
Echeverría also recalled that the provincial executive is managing European funds in areas such as housing rehabilitation and the construction of social rental housing; the renovation of technological equipment in health; or the development of a new care model within the PERTE of Social Economy.
They are, said the delegate, “some of the most outstanding actions that are being implemented in Navarre within the Recovery Plan and that are allowing us to modernize our community, make it more sustainable, fairer, more cohesive and more egalitarian.”
