Guadalajara.- Unemployment protection coverage, which indicates the proportion of unemployed people benefiting from benefits, increased by 4.85% last year in Guadalajara to 68%, more than five points above the national average. This increase shows that the benefits are reaching a greater number of unemployed people, as stated in the management report presented to the Provincial Executive Commission of the State Public Employment Service (SEPE), belonging to the Ministry of Labour and Social Economy.
This meeting was attended by the delegate of Economy, Business and Employment of the Board of Communities of Castilla-La Mancha in Guadalajara, Susana Blas, and the director of the SEPE in Guadalajara, Carmen Espina, together with other representatives of both organizations and social agents (CCOO, UGT and CEOE-Cepyme Guadalajara).
In 2022, the average number of people receiving unemployment benefits in the province was 9,068, a decrease of 9.6% compared to the previous year. In more than 60 per cent of cases, beneficiaries ceased to receive the benefit when they found employment as an employed person.
The presentation of the report has also served to know that the Government of Spain has allocated more than 67 million euros to pay benefits derived from Temporary Employment Regulation Files (ERTE) to 21,764 workers in Guadalajara since this tool to protect employment was approved at the beginning of the covid-19 pandemic.
On the other hand, the SEPE has reported on the investments of the Transformation, Recovery and Resilience Plan (PRTR) managed by this agency with funding from Next Generation EU funds. In this regard, the programme of first professional experiences stands out, with which subsidies have been granted to four administrations for the hiring of 13 unemployed persons under 30 for one year. The aim is for these young people to acquire a first significant work experience that helps their integration into the labour market and their professional and personal development.
Twenty-four training activities for the acquisition and improvement of skills related to digital transformation have also been subsidized, and 15 women recruited under the Depressed Rural Areas Plan have received digital literacy courses.
Regional Government Employment Plan
For her part, the Delegate of Economy, Business and Employment, Susana Blas, has reported that during the year 2022, the Board’s Employment Service managed 43,281 job applications and more than 1,200 job offers through the Virtual Office. In addition, this office provided more than 500 voluntary guidance and guidance services for the Active Income of insertion throughout the year.
In 2022, the Employment Plan began in mid-2021, with a total of 1,165 contracts and 1,173 orientation services, and in July the Employment Plan began in 2022. Among the programs managed by the intermediation service, there are three placement agency programs, two of which remain operational during 2023, with a total of 746 users granted, and a rural women’s support program, with a total of 54 users.
In the field of Training for Employment, the Board last year convened 233 training courses, 14 of them RECUAL, from which 3,336 students benefit.
Likewise, in the Employment Service, during the financial year 2022 two large blocks of actions have been launched: one aimed at local and non-profit entities, and another aimed at companies. Within the first block, there is the Employment Plan from which 1,106 workers have benefited and the program “First experience in public administrations”, for which a total of 18 work contracts have been awarded for young people under 30 years of age. The block aimed at companies has managed five programs from which 32 users have benefited with a granted amount of 339,935.68 euros. To this must be added the different programs that were resolved at the end of 2021 and have been executed in 2022.
