- The Ministry of Territorial Policy and Public Service, in collaboration with the Ministry of Economic Affairs and Digital Transformation, urge the members of the Sectoral Conference on Public Administration to submit their proposals

The Ministry of Territorial Policy and Public Service, in collaboration with the Ministry of Economic Affairs and Digital Transformation, has made a statement of interest to the members of the Sectoral Conference on Public Administration, composed of the General Administration of the State (AGE), the Autonomous Communities and Cities (CCAA) and the Local Entities (EELL), in relation to the financing actions aimed at the digital transformation and modernization of public administrations.
The objective is for the AGE, CCAA and EELL to define the actions that can be developed from the funds of the Recovery, Transformation and Resilience Plan. These are measures included in investment programme 3 of component 11: Digital transformation and modernization of the Ministry of Territorial Policy and Public Function and the Administrations of the Autonomous Communities and Local Entities.
This funding amounts to €1 billion in the period 2021-2023. Of these, 578.6 million correspond to the CCAA; 391.4 million to the EELL; and the remaining 30 million to the Ministry of Territorial Policy and Public Service. For this exercise, 136 million are already committed for the autonomies and 92 for the local entities.
Citizenship Care
The projects that are funded will be aimed at benefiting the attention to the citizens and actively contributing to the success of public policies. The investment program has five strategic lines. First, the citizen-oriented administration aims to modernize public services, promoting usability, utility, quality, accessibility, mobility of digital public services and modernization and training.
The second line, Intelligent Operations, is focused on improving the quality, quantity and efficiency of services and processes of management and processing of public administrations, through the use of intelligent automation technologies.
For its part, Data Governance, aims to democratize access to data, allowing free access to information and its replicability. The fourth strategic line, Digital Infrastructures, seeks to provide public administrations with the technological infrastructures necessary for their modernization.
Finally, Cybersecurity seeks to guarantee the security of infrastructures, communications and digital services of public administrations.
Mobile accessibility
For each of the strategic lines, eligible actions will be identified. Each Autonomous Community will develop at least one project in one of them. In addition, the objective is set that in 2023, 60% of the digital procedures of the regional administration allow its use by mobile device. Currently, 48% of them are allowed.
The CCAAs and ELLs have until June 7 to make their proposals. The projects they propose must be aligned with the strategic plans of the National Plan for Recovery, Transformation and Resilience; with the Digital Spain Agenda 2025 and with the Digitalization Plan of the Public Administrations. They must also allow interoperability between services and reuse by other administrations, among others.
