The Minister of Territorial Policy and Public Service, Miquel Iceta, presided this lunchtime over the act of constitution of the group of analysis and proposal of reforms in the Public Administration.
It is composed of experts from different fields and disciplines who will be responsible for analyzing and formulating proposals for reform of the Public Administration, as well as identifying, testing and evaluating initiatives that act in the short and medium term as a lever and engine of innovation in the General State Administration (AGE).
Thus, the group will define the measures that it considers should be adopted more urgently and will include them in a document that will summarize the results of the analyses and debates carried out and conclude with a proposal on the possible strategic axes of the reform. It is expected to be approved in a few months.
Of the initiatives that are collected, some will be selected to test and experiment them in units or agencies of the AGE. The group will regularly evaluate the results of the projects. In this way, they will be able to apply the necessary revisions or corrections to their proposals.
At the constitutive meeting, Minister Miquel Iceta thanked the experts for their participation in the working group: “It’s about collecting experience and knowledge and creating new knowledge.”
The minister has pointed out the “priority” areas, such as digital transformation, making public administration attractive and accessible to young generations, innovation and the implementation of reforms.
He was also optimistic about the results of the initiative: “I am sure that the lessons we learn and the results we obtain from this improvement process can also be used by the other Public Administrations.”
Multidisciplinary group
The group, which is chaired by the director of the National Institute of Public Administration (INAP), Consuelo Sánchez Naranjo, will be formed by Jordi Sevilla Segura, former Minister of Public Administration and commercial technician of the State; Elisenda Malaret García, Professor of Administrative Law of the University of Barcelona; Carles Ramió Matas, Professor of Political Science of the Pompeu Fabra University; Concepción Barrero Rodríguez, Professor of Administrative Law of the University of Barcelona.
