- It will begin in Bizkaia, on April 8 in Ermua, with a vehicle that will travel to other locations, later extending to Álava and Gipuzkoa

The General Administration of the State launches a new service to improve its effectiveness and move closer to the Basque territory and citizens. It is a question of offering Basque citizens the possibility of obtaining their ID and passport in their own localities, especially in municipalities far from the capitals and of small and medium size, through a vehicle of the National Police specially authorized for this processing, which will travel through different towns and regions.
Bizkaia is the first territory to host this new initiative in the Basque Country, with a first appointment in Ermua, this coming April 8, which will be followed by Muskiz on April 9, Karrantza on 10 and Mungia on 11, along with other Biscayan towns such as Balmaseda (April 28), Gorliz (May 8), Durango or Gernika that will also have access to this mobile DNI expedition service and passport. Later, it will be extended to Álava and Gipuzkoa.
As the delegate of the Government of Spain in the Basque Country, Marisol Garmendia, points out, “with this initiative, the State Administration reinforces its closeness to Basque citizenship, offering an essential service, such as the issuance and renewal of the ID and passport, at street level, bringing the National Police to municipalities and counties throughout the Basque Country and facilitating this procedure to many people in a comfortable and fast way, without having to travel to the capital of the territory or the localities with offices of issuance of the document”.
For the delegate of the Government of Spain in the Basque Country, who today presented the new VIDOC vehicle in Bilbao together with the Superior Chief of Police, Jesús Herranz, “it is a very important step forward to improve the public services that the AGE provides in the Basque Country, services that are fundamental in the daily life of the citizens and that must be close, effective and of quality”.
The mobile document processing service, launched by the Ministry of the Interior, will gradually be implemented in Bizkaia and later in the rest of the territories. “I encourage Basque municipalities to request the provision of this very useful service for their neighbours and neighbours, especially for people who have more travel difficulties. I am confident that this initiative of the National Police will be successful and we will have many requests for the vehicle to reach the many more municipalities, the better.”
The VIDOC is a police van, which, as explained by the Superior Chief of Police, Jesús Herranz, “allows both the issuance of the ID card and the Passport, as well as the updating of the ID keys in the Documentation Update Post (PAD) incorporated to the same vehicle. Everything is handled in the same way as it would be done in the current fixed dispatch offices.”
The vehicle, which will be located in the public place that each city council determines, will have access adapted for people with any type of disability; it will have a device with which to update the digital certificates of the documents and, will allow both cash and credit card payment, thus facilitating and expediting the procedures to those who demand it.
This itinerant device for the realization of the DNI joins the new project of digital DNI on the mobile phone, approved this week by the Council of Ministers. In this sense, in the VIDOC it will be possible to generate a QR code fimmed and sealed by the National Police to be able to accredit the identity on the mobile device, as well as update certificates.
Ermua will be the first Basque town where its citizens will be able to take advantage of this mobile vehicle. Muskiz, Karrantza and Mungia already have a date: the 9th, 10th and 11th of April and Balmaseda, Gorliz, Durango and Gernika will follow in later weeks. The aim is to extend this service to the rest of the Basque territories.
