The General Administration of the State has enabled in the Basque Country “5,390 ballot boxes and 2,695 tables distributed in 719 polling stations:102 in Álava, 340 in Bizkaia and 277 in Gipuzkoa. In addition, more than 18 million ballot papers have been printed with the candidacies to the Congress and the Senate,” said the government delegate in the Basque Country, Denis Itxaso.
On the other hand, 8,085 citizens are cited in the first instance as full board members (presidents and first and second members). And another 16,170 are cited as substitutes.
2.129 representatives that the General Administration of the State (AGE) has arranged for the Basque Country will ensure the smooth functioning of the day and the collection and subsequent dissemination of the information gathered at the polling stations. For the dissemination of data, Itxaso has highlighted that the members of the AGE will have 901 tablets for the transmission of information, which will cover practically the entire electoral census. Data transmission using tablets will take place at almost all polling stations, except at 22 (all in Gipuzkoa), which will be done by telephone due to logistical and coverage problems.
As for the vote by mail, 214,721 people have requested it: 30,974 in Álava, 126,188 in Bizkaia and 57,559 in Gipuzkoa.
The 23J elections will have a security device made up of 1,552 agents. These police officers are distributed as follows: 1,217 ertzainas (the Basque Government is responsible for citizen security), 200 national police, 100 civil guards and 35 municipal police.
Receiving results
The provisional results receiving device envisaged by the Government is similar to the one that worked in the past 28M. An information access route to the provisional electoral data will be made available to the media so that they can produce their information and graphs in real time. It is a data repository, based on a web infrastructure, which can be accessed by authorized users.
The files in this repository are updated at the same time as the provisional results data are sent, so that the information displayed by any broadcast channel is consistent with that stored in this repository, guaranteeing the integrity of the information.
In this repository, files of:
• Advances in participation, total state, by community, province and municipality.
• Provisional count for Congress and the Senate
• Auxiliary files of candidacies to the Congress and the Senate.
• Count of the Congress of the general elections of November 10, 2019
• Descriptive document of the format and content of the files to be downloaded.
On the other hand, the Ministry of the Interior has made available to persons who have been designated as members of bureaux the table manual in an easy reading version with the aim of making this information accessible to all those who require it. The table manual is a document that must be read by all the people designated to be part of the polling stations, since it explains which people make up an polling station and its functions, the necessary material, what rules they must comply with within the college or local polling station or what problems may arise. Thus, this adaptation will allow a better understanding of the manual and the responsibilities of the members of the polling stations to people with intellectual or developmental disabilities, among others. The manual is now available for download on the official website elecciones.generales23j.es , and also on the CEACOG website, in the different official languages of Spain: Spanish, Catalan, Valencian, Galician and Basque.
