The National Police arrested last May a man accused of alleged crimes of favoring illegal immigration, fraud, coercion, burglary and against moral integrity.
The investigation began when the agents of the Brigade of Foreigners and Borders of Álava learned that in a farm in the town of Urbina-Legutio there was a settlement of illegal shanty towns where dozens of migrants lived in terrible sanitary conditions.
After the necessary inquiries, they found that these infraviviendas had been built on the farm next to a house located on Calle Urbina in Leguitio-Urbina by a 63-year-old man who resided in one of them with his partner. There, it was dedicated to accommodating foreigners in a vulnerable situation.
To carry out these constructions, the detainee took advantage of the advanced age of the owner of the property, 92 years old and with hearing problems, to ask him for significant amounts of money with which to pay for the construction works and to sign a “power of attorney” that would grant him management powers over the property, using this document to fraudulently register foreigners, mainly Maghreb.
These migrants were registered at the City Council of Legutio in exchange for amounts that exceeded 2,000 euros, also charging them a rent for housing them in “shacks” without the slightest conditions of habitability. In this sense, it was possible to know that in these houses many fewer people came to live than those registered.
Although at first there was also a suspicion that there were children without schooling in the settlement, at no point in the investigation could such an extreme be verified, coming to prove that there was only one child perfectly attended and schooled.
In addition, the agents also found that this man came to leave his private telephone number in various offices in Vitoria-Gasteiz to offer publicly to register foreigners who needed it.
