The government delegate in Navarre has defended the positive impact that the policies of the central executive are having both in Spain and in the Foral Community. He has done so in the traditional year-end balance sheet, in which he has assured that “Spain and Navarre advance and progress with this Government.” Alicia Echeverría has highlighted the “facts” and “policies” in front of “the gunmen and their loudspeakers who want to kill this executive no matter what”.
“This is not going to resist,” he said, “it is going to govern with policies aimed at equality and social justice, which is a model that has nothing to do with the ultra wave that, unfortunately, is being imposed in other parts of the world.”
The delegate of the Government recalled that Spain grows above the European average and has assured that “it is a better country to which we found ourselves seven years ago: more cohesive, less unequal, more prosperous, with fairer growth and a productive fabric better prepared for present and future challenges”.
Alicia Echeverría has acknowledged that 2025 has been “a complex year”, but has reaffirmed her commitment “to a project in which I believe and which I know is worth it, because it is improving the life of the citizens with policies that are transforming and modernizing Spain, and that are benefiting the social majority of the country”. He has also assured that there are “important challenges ahead”, among which housing and the reduction of inequality have been highlighted.
The figures of the Recovery, Transformation and Resilience Plan
With data for the month of November, Navarre was allocated 1,422 million euros from the Recovery, Transformation and Resilience Plan. Of these, 801 million are managed by the General Administration of the State and already benefit 16,948 companies, individuals, research centers or universities.
The different PERTE (Strategic Projects for Economic Recovery and Transformation) so far leave investments in Navarre that exceed 340 million euros. Of these, 117 correspond to the PERTE ERHA (Renewable Energies, Renewable Hydrogen and Storage); 88.7 million, to the PERTE VEC (Electric and Connected Vehicle); 37.2, to the PERTE of Avant-Garde Health; 36.3 million correspond to the PERTE of Social Economy and Care; 24.2, to the PERTE of Digitalization of the Water Cycle; 23.3, to the Agri-Food Sector; 10.1, to the Aerospace PERTE; 1.5 million, to the Circular Economy; 1.1 million, to the Naval, and 1.1 million to the Microconductors and other.
Echeverría recalled that the information of the European funds is something “dynamic” that is periodically updated through the Elisa tool.
Outstanding investments
The government delegate has also highlighted some of the most relevant investments of the central executive and has contrasted “two models of governance and two ways of understanding politics”. “Ours, that of the progressive coalition government, is the one that bets on the public,” said Echeverría, who has given concrete examples.
Thus, the Ministry of Transport and Sustainable Mobility has allocated 331 million euros to Navarre since 2019.La executed investment has almost tripled in recent years, going from an average of 19 million annually during the government of Mariano Rajoy to the current 55 million euros. Among the most relevant projects, the arrival of high rail speed stands out. For its part, the Ministry of Industry and Tourism has appropriated 272.89 million euros since 2019, which is 168.26 million more than during the executive of the Popular Party.
The investment in Housing has been 67.4 million euros, so the money from the State is allowing, for example, the construction of 320 homes and the rehabilitation of another 4,622.
The Ministry of Education, Vocational Training and Sports has allocated 239.4 million euros to Navarre in these seven years of government: it has gone from 14.63 million in 2018, with Mariano Rajoy, to 30.71 million in 2025. It highlights the investment of more than 100 million euros between 2020 and 2025 in Vocational Training with a record figure of 14,490 students.
In addition, a strong impetus has been given to digitization, so the Ministry of Digital Transformation and Public Service has invested 145.7 million euros in these years compared to the 7.4 million from the government of the People's Party. The Digital Kit has benefited more than 43,200 SMEs and self-employed people with an investment of 49.9 million euros.
In terms of public employment, Echeverría highlights the progressive recovery of the workforce in the General Administration of the State. This year, 20 people have joined the Government Delegation who have gone to areas such as Industry, Education or Empowerment and, in particular, to the Aliens Office, with a reinforcement of 11 people in recent months (7 fixed and 4 interim).
The government delegate also mentioned the almost 700,000 euros destined for exhumations “to help do justice with the people repressed during the Franco regime and with their families.” And the more than 5 million euros that the Navarran municipalities have received since 2018 to fight gender violence.
Economic and social indicators
Echeverría has reviewed some of the economic and social indicators that, he said, endorse that “the Spain of today, the real Spain, is the one that grows and builds a better future”.
The delegate of the Government has referred to employment, with Social Security affiliation at a maximum of 317,534 people in November, 33,990 more than in the same month of 2018. At the same time, and thanks to the labor reform, the number of indefinite contracts grows and it does so in Navarre by 139.5 percent to reach 61,316 this year.
At the same time, the progressive revaluation of the Interprofessional Minimum Wage to the current 1,184 euros benefits 22,000 salaried people in the Foral Community. While the average pension has increased in Navarre by 439.20 euros since November 2018 and reaches 1,692.65 euros. “And I would like to remind you that contributory pensions are going to be revalued by 2.7 percent next year, which will mean an increase close to 570 euros per year for an average retirement pension,” said the government delegate.
With regard to the Minimum Vital Income, aimed at promoting the social and employment inclusion of people in vulnerable situations and combating child poverty, it has benefited 36,329 people in Navarre since its inception in 2020. While the Social Electric Bonus for vulnerable consumers reaches 22,896 people.
Finally, Echeverría recalled that, in Navarre, 7,000 students have received a scholarship from the central executive during the 2024-2025 academic year. There are 2,630 university and university students; 2,677 non-university students; and 1,693 students with specific educational support needs.
