The High Inspection of Education of Navarre last year reached 21,210 attentions to citizenship, 1,438 more than those carried out in 2022, which represents an increase of 7.2%. Of the total number of attentions, 5,238 were face-to-face (48 more than in 2022); 3,798 were telephone (558 more than in the previous year); and there were 10,758 telematic attentions (430 more than in 2022).
Among the functions of the High Inspection of Education, its director in the Foral Community, María Yolanda Salinas, has highlighted two of them for their special relevance. The first is the processing of the homologations of studies of ESO and Bachiller and the second, the preparation of reports on the legislation of Navarre with development of the basic state regulations.
The application for non-university degree approvals increased significantly in 2023, with a total of 1,971 applications successfully processed, 42% more than in 2022. To a lesser extent (839) other related procedures were carried out, such as the issuance of provisional leaflets and duplicates, or the obtaining of average notes. Information was also provided on the approval of university degrees and vocational training, although these are formalities carried out by the respective ministries.
Applications for the approval of non-university degrees come mostly from Peru, Colombia and Ecuador, followed by Bolivia, Venezuela and Morocco. It also highlights the presence of files from the United States and Mexico to access higher studies in Navarre.
The delivery of official Spanish university degrees experienced a slight decrease with 1,103 degrees received compared to 1,289 in 2022. 1,057 titles were awarded in 2023, compared to 1,287 in the previous year.
Since the High Inspection, academic documents were also legalized to have effects abroad, with a total of 294 signature verifications for such legalizations in 2023 compared to 372 carried out in 2022.
The director of the Area, María Yolanda Salinas, points out that both approvals and legalizations of titles are increasing and are being resolved in an agile way in Navarre. Thus, legalizations are carried out at the time and approvals, in the average time of one month. However, Salinas recalls that, in the application for approvals, there is the possibility of issuing a provisional leaflet at the same time that allows applicants to continue studying and enrolling in other studies.
Among the factors that have led to the increase in applications are, among others, greater access to studies for people from other countries who come with university degrees, and student mobility.
Coordination between institutions
The High Inspection of Education coordinates the Master Plan for the Coexistence and Improvement of School Safety in Educational Centers and their environments, in which the Department of Education of the Government of Navarre, the Institute of Public and Labor Health, National Police, Civil Guard, Foral Police, Municipal Police of Pamplona and the Coordination Unit against Violence on Women of the Government Delegation participate.
The Plan aims to prevent the risks associated with new digital technologies, such as cybercrime or cyberbullying, and to combat sexual and gender violence and hate crimes. In 2023, 9,691 teachers from Navarre were trained in 35 courses on these subjects and workshops were given to 68,263 students from the Foral Community.
On the other hand, the High Inspection collaborates in the processing of scholarships. In this regard, in the academic year 2022/23, 6,956,609.46 euros were awarded in scholarships of a general nature for university levels with 2,050 beneficiaries; 5,956,238.35 euros for scholarships at non-university levels for 3,176 scholarships and scholarships; and 599,627.75 euros in grants for students with specific need of educational support (ACNEAE) with a total of 597 beneficiaries.
