The Government, through the Ministry of Agriculture, Fisheries and Food, allocates 510,693 euros to 458 fruit and nut producers in Navarre as extraordinary aid to compensate for the situation due to the drought and the consequences of the war in Ukraine.
The Ministry of Agriculture, Fisheries and Food has published the definitive list of the 64,660 holders of agricultural farms producing fruit and nuts, who will receive a total of 70,321,240 euros of this extraordinary aid. The amounts will be entered into farmers’ current accounts before the end of the year.
This aid was established by Royal Decree-Law 4/2023 of 11 May, which adopts urgent agrarian and water measures in response to the drought and the aggravation of the conditions of the primary sector resulting from the war in Ukraine and the weather conditions, and was developed by Order APA/871/2023 of 20 July.
It has a budget of 81,082,911 million euros from the European Union's agricultural crisis reserve, according to the allocation established for Spain.
This extraordinary aid is granted ex officio to the areas of fruit trees (fruit of peptic, stone, tropical and/or citrus fruits), and/or nuts that have received direct aid in the campaign of the Common Agricultural Policy 2023 and that are located in the areas affected by the drought established in Annex II of Order APA/871/2023, of 20 July. These zones of affectation have been established at the province level and are:
A. Zone of high affectation: Provinces of: Álava, Almería, Barcelona, Enclave de Treviño in Burgos, Girona, Granada, Huesca, La Rioja, Lleida, Málaga, Navarra, Tarragona, Teruel and Zaragoza
B. Area of medium affectation: Provinces of: Albacete, Alicante, Badajoz, Cádiz, Cáceres, Ciudad Real, Castellón, Córdoba, Cuenca, Guadalajara, Huelva, Jaén, Murcia, Sevilla, Toledo and Valencia/València.
The unit amounts established by the Spanish Agricultural Guarantee Fund (FEGA), based on the provisional list of benefits and areas published, are the following:
· For farms that have the majority of their surface of fruit and nuts declared in the 2023 campaign in the provinces collected within the high affectation area, 270,902544 euros per hectare for fruit and nuts and 90,629215 euros per hectare for nuts.
· For farms that have the majority of their surface of fruit and nuts declared in the 2023 campaign in the provinces collected within the area of average affectation, 135,451272 euros per hectare for fruit and nuts and 45,3146075 euros per hectare for nuts.
Aid is granted when the amount to be received is equal to or greater than 200 euros, and up to a maximum of 70 hectares per beneficiary, in which the surface of fruit trees is prioritized.
The list of holders of agricultural holdings who will receive this aid, together with the number of hectares of fruit and nuts computed and the amount of aid to be received, can be found on the bulletin board of the EAGGF e-office.
The resolution also includes those holders who have not been paid because they are not aware of their tax obligations or social security. These farmers have a maximum period of one month to rectify this situation and thus be able to receive aid.
In the case of those headlines that have presented claims that have to be studied in more detail, these have been sent to the autonomous communities for their analysis. They will then be resolved and, if necessary, the corresponding aid will be paid.
The EAGGF intends to publish a new supplementary provisional resolution with those holders who, having the right to aid because they met the established requirements, were not included in the provisional list published last November due to the non-completion of the controls of direct CAP aid and which have subsequently been forwarded by the autonomous communities.
