The Government, through the Ministry of Agriculture, Fisheries and Food, allocates 622,389 euros to 551 producers of fruit and nuts in Navarre as extraordinary aid to compensate for the situation resulting from the drought and the war in Ukraine.
The provisional list of beneficiaries, published by the Ministry of Agriculture, Fisheries and Food, includes 71,044 holders of agricultural farms producing fruit and nuts in Spain, who will receive extraordinary aid of more than 81 million euros.
This aid was established by Royal Decree-Law 4/2023 of 11 May, which adopts urgent agrarian and water measures in response to drought and worsening conditions in the primary sector resulting from the war in Ukraine and weather conditions. The total budget, EUR 81,082,911, is financed from the European Union agricultural crisis reserve, in accordance with the allocation established for Spain by Commission Regulation (EU) 2023/1465 of 14 July 2023.
This extraordinary aid is granted ex officio to the areas of fruit trees, and includes fruit crops of nugget, bone, tropical and/or citrus, and/or nuts that have received direct aid in the campaign of the Common Agricultural Policy (CAP) 2023 and that are located in the areas affected by the drought established in Annex II of Order APA/871/2023, of 20 July. These areas are:
A. Zone of high affectation: Provinces of Álava, Almería, Barcelona, Enclave de Treviño in Burgos, Girona, Granada, Huesca, La Rioja, Lleida, Málaga, Navarra, Tarragona, Teruel and Zaragoza.
B. Area of medium affectation: Provinces of Albacete, Alicante, Badajoz, Cádiz, Cáceres, Ciudad Real, Castellón, Córdoba, Cuenca, Guadalajara, Huelva, Jaén, Murcia, Seville, Toledo and Valencia.
The aid is granted in cases where the amount to be received is equal to or greater than 200 euros, and up to a maximum of 70 hectares per beneficiary, in which the surface of fruit trees is prioritized.
The unit amounts established by the Spanish Agricultural Guarantee Fund (FEGA) based on the provisional list of benefits and areas published in this resolution, reach the following values:
A. For farms that have the majority of their surface area of fruit and nuts declared in the 2023 campaign in the provinces collected within the zone of high affectation, a unit amount of:
- 270,902544 euros per hectare for fruit trees and
- 90,629215 euros per hectare for nuts
B. For farms that have the majority of their surface of fruit and nuts declared in the 2023 campaign in the provinces collected within the zone of average affectation, a unit amount of:
- 135,451272 euros per hectare for fruit trees and
- 45,314608 euros per hectare for nuts
The list of holders of agricultural holdings eligible for aid, together with the number of hectares of fruit and nuts computed, as well as the amount of aid to be received, can be found on the bulletin board of the EAGGF electronic headquarters.
The interested parties have a period of 10 working days (from 3 to 17 November inclusive) to make claims, which must be submitted exclusively through the claim form of the EAGGF electronic headquarters. The beneficiaries who are aware of their tax and social security obligations and who do not submit claims are expected to receive this aid in the second half of December.
The agricultural aid established in Royal Decree-Law 4/2023, of 11 May and developed in Order APA/871/2023 of 20 July, in relation to the sectors of dry farmland, rice and tomato industry are not the subject of this provisional resolution, since since they are aid that has different source of financing, in this case, State aid, must be processed independently. For these sectors, it is planned to publish the provisional list of beneficiaries in the month of December.
