The Ministry of Transport, Mobility and Urban Agenda (Mitma) has definitively granted 9,134,117.04 euros from the European funds Next Generation EU to 4 Navarran municipalities to decarbonise public transport and promote active and sustainable mobility in urban areas. In the whole of the country, 500 million euros have been awarded to 408 actions in a total of 112 municipalities.
In the case of the Foral Community, the aid is distributed as follows:
- Pamplona/Iruña: 6,362,796.38 euros for the pedestrian connection and the improvement of accessibility between the neighborhoods of Txantrea and Rochapea; the improvement of the cycling infrastructures of the city; the installation of deterrent parking; the pedestrian and cyclist axis of Bosquecillo Street; and several performances in sensitive environments.
- Tudela: 1,107,920.66 euros for the third phase of the remodelling of the space between Calle Muro and Paseo Pamplona.
- Egüés/Eguesibar Valley: 856,720 euros for the expansion of the cycling network; the slowdown and reduction of road traffic in Sarriguren; the adaptation of the Gorraiz sidewalks to the applicable regulations on accessibility; and the installation of safe parking spaces for bicycles and other personal mobility vehicles suitable for the electric recharging of batteries.
- Barañáin/Barañain: 806,680 euros for the calm of traffic in the environment of schools and the formation of safe and accessible itineraries; the infrastructure of charging points for the implementation of a public electric bicycle system; and actions to improve the accessibility of public transport.
These subsidies are included in the second call for aid for the implementation of low-emission zones and sustainable transformation of transport in the Recovery Plan that was aimed at municipalities with more than 50,000 inhabitants, provincial capitals and localities with more than 20,000 inhabitants that have an internal urban public transport service and a Sustainable Mobility Plan.
The call has been held in a competitive competition, so the actions that have obtained the highest score based on criteria of maturity, impact, quality and relevance have been selected.
The EUR 500 million awarded in the final resolution of this second call is in addition to the EUR 1 billion granted in the framework of the first call for aid.
Payments and tracking
The beneficiary municipalities must justify to the Ministry the fulfillment of the purpose for which the grant was granted by providing semi-annual reports on the status of the projects.
As stated in the resolution, the actions must be executed and launched in June 2025. However, the Ministry will pay the aid in the form of a single advance payment.
To receive the income, the municipalities must certify within two months, from the publication of the Final Order for the granting of the aid, that they have initiated the bidding processes of all the actions subject to the grant or of a subset of actions, whose accumulated amount represents at least 80% of the total grant granted.
