The Ministry of Inclusion, Social Security and Migration and the Ministry of Justice of the Government of Navarre have agreed to the secondment to this last institution of a property owned by the Social Security. This place, which had been unused since July 2022, will be used to implement a system of care for children and adolescents who have suffered violence, especially of a sexual nature. The subscription has been signed for a period of 10 years.
This innovative system is inspired by the Nordic model Barnahus, a term taken from the Icelandic language that translates as “the children’s house”. It consists of bringing together all the services involved in the care of the child who may have suffered abuse, in order to provide him or her with a protective environment that allows the handling of complaints or suspicions that may arise in this regard, avoiding secondary revictimization and ensuring, at the same time, the obtaining of testimonies with sufficient guarantees for the judicial process.
It is about creating a friendly environment for the child, physically detached from the judicial facilities and with enough rooms to be able to carry out the appropriate explorations, discreet and integrated into the environment. Instead of making the boy or girl have to make a pilgrimage from one service to another, this would be the space where the different professionals who provide them would converge, both those who intervene in the process (doctors, psychologists, forensic, police, even prosecutors and judges), and those who do so from care and emotional support.
This ascription is covered by the reform of Royal Decree 1221/92 on Social Security assets approved last January, which simplifies and facilitates this type of transfer of Social Security properties that are not being used by other administrations to be used for public utility purposes.
