The CEL Navarra Todo Energía initiative is one of the 29 selected by the Ministry for the Ecological Transition and the Demographic Challenge in the framework of the second call for grants for pilot projects of energy communities of the CE IMPLEMENTS program. You will receive 2,527,977.91 euros from the Government of Spain from a eligible cost amounting to 4,590,815.48 euros.
It is a project promoted by the Chamber of Commerce and the Navarre Federation of Municipalities and Councils that initially groups 28 Navarre municipalities. The project proposes investments in solar photovoltaic installations on roofs of municipal buildings that generate shared or distributed energy in the legally permitted distances within the municipality. Each of the municipalities adhering to the community operates autonomously and individually and has total independence in its management and control. In addition, it benefits from economies of scale in the main provincial services.
This second call was aimed at medium or large projects with an investment of more than one million euros. It has been resolved with a total of 29 beneficiary projects, which include more than 470 actions in 12 autonomous communities and which will mobilize an investment of 67 million euros, from a budget of 30 million.
The government delegate in Navarre, José Luis Arasti, the president of the Chamber of Commerce, Javier Taberna, and the president of the FNMC, Juan Carlos Castillo, have reported on the resolution of the call today.
Arasti has highlighted that energy communities benefit those who are part of them and result in greater democratization of the energy system and significant savings for the final consumer. He also recalled that this is a production model that helps in the fight against climate change and energy poverty.
For his part, the president of the Navarre Chamber, Javier Taberna, pointed out that “this decision represents absolute support for the model of the energy community for which the Chamber of Commerce of Navarre has opted, with the help of its technological partner Edinor, which is based on values such as local roots, the participation of municipalities and the involvement of citizens and the development of self-consumption and technology; aspects totally in accordance with the priorities of the Ministry”.
The president of the Navarre Federation of Municipalities and Councils, Juan Carlos Castillo, pointed out that, with this type of initiative, municipalities and councils contribute significantly to the energy transition with a triple objective: the fight against climate change, the empowerment of local communities with the promotion of their energy sovereignty, and the economic improvement of families and SMEs, including the fight against energy poverty.
About the project “TODO ENERGÍA”
Families, businesses and SMEs integrated into the local energy community will benefit, approximately, from a 25% and 30% reduction in their current bill, along with digitalized, socially updated and committed management. In addition, the energy community could negotiate the price of the rest of the consumption in the energy community, which means greater savings, compared to users outside the energy community. TODO Energía will generate annually more than 5 GWh of renewable energy and km 0. This production of solar energy saves emissions of 35,000 tons of CO2 in the useful life of the facilities, which is equivalent to planting 153,000 trees distributed among the municipalities that make up the energy community and that would be absorbing CO2 from the atmosphere for 25 years.
It is also planned to install 56 electric charging points, two in each municipality, with individual operation of each Local Delegate Unit, in collaboration with the National Center for Renewable Energies, CENER. In addition, demand management is developed with adaptation of the local photovoltaic production curve.
The municipalities of Ablitas, Andosilla, Arguedas, Armañanzas, Azagra, Buñuel, Cadreita, Cascante, Cortes, Fitero, Fustiñana, Jaurrieta, Legarda, Lekunberri, Marcilla, Mendavia, Miracle, Mues, Olite, Oteiza, Peralta, San Martín de Unx, Torralba, Ujue, Valtierra, Villafranca and Villava have joined this initiative.
Boosting energy communities
The IMPLEMENT program is part of the first state-level aid program specific to energy communities and which aims to promote social innovation and citizen participation in renewable energies, energy efficiency or electric mobility. It falls under component 7 of the Recovery, Transformation and Resilience Plan under the name “Deployment and integration of renewable energies”.
The Institute for Diversification and Energy Saving (IDAE) has already decided on the first call for the IMPLEMENT programme, with a budget of 10 million and aimed at small projects with an investment of no more than one million euros. 45 projects were selected throughout Spain, 2 of them here in Navarre.
Currently, the EC calls for proposals 3 and 4 are open, which, with 10 and 30 million respectively, will continue to subsidize small, medium and large projects of energy communities, given the success of the first two calls. Both lines will remain open until February 13.
