12 October 2025. The government delegate congratulated the Civil Guard this morning for its work to maintain public order and restore normality during the events of last summer in Torre Pacheco.
“There, an episode of intolerance and lawlessness, encouraged by the fanaticism of some, the lukewarmness of others and the irresponsibility of many, gave the world the wrong image of who we are. The image of what we are not,” said Francisco Lucas during his speech at the ceremony commemorating the Virgen del Pilar, patron of the Civil Guard.
The delegate of the Government has indicated that, “fortunately, among all that unreason, the work and delivery of the more than 200 Civil Guard agents who during those days maintained public order, identified 700 people, denounced 150, carried out 12 aids and detained ten people”.
In this sense, Luke has taken the opportunity to send a message to those who sow discord. “We will not allow certain approaches, messages and attitudes to encourage hate crimes and compromise or alter our coexistence. Neither in Torre Pacheco, nor in Jumilla, nor in any locality of the Region of Murcia. And, to do this, we will use all the resources of the State to guarantee coexistence,” he said.
During his speech, the Government delegate announced that on the 30th, the Government Delegation will present the Master Plan for Coexistence in Educational Centers and their Environments at the Gerardo Molina Institute in Torre Pacheco.
“A plan that involves more than 400 schools throughout the Region and aims to inculcate fundamental students, such as dignity and equality, and prevent behaviors of gender violence, racism or xenophobia. And this year we will place special emphasis on the prevention of hate crimes and the promotion of democratic values,” he said.
More civil guards than ever
Francisco Lucas has addressed all the civil guards to reiterate the commitment of the Government of Spain to reinforce the staffing of all our barracks and improve their working and salary conditions, and has explained that in the last seven years nearly 350 civil guards have been incorporated in the Region of Murcia, reaching more than 2,200 troops.
“That is 12% more than in 2018. A record number. And, in addition, since we arrived at the Government, the average salary increase of the State Security Forces has been 38%” he added.

The Chief Colonel of the 5th Zone, Francisco Pulido, has reaffirmed the commitment of the Civil Guard in its proximity to the population, “understanding their concerns, their concerns and their yearnings for a peaceful and safe coexistence. Pulido has assured that the Civil Guard represents proximity and closeness, a guarantee of the free exercise of the rights and freedoms of citizens regardless of where they reside and that the Corps remains faithful to the principles that inspired a public security service model based on a professional deontology “that drives us to the most exact fulfillment of duty”.
Finally, Pulido has indicated that the provision of a quality service throughout the geography of the region, mimicked with the territory and with the diversity of its population, both fixed and floating, continues to be one of the fundamental pillars of the body's performance, and has highlighted the great progress that the implementation of electronic denunciation represents, which has defined it as one of the greatest advances of our time in terms of innovation and digital transformation.
“In this way any citizen can fully file complaints online for crimes of theft, damage, loss or theft of documentation, also for theft of vehicles, theft of effects in vehicles, as well as fraudulent charges of electronic means of payment. All this, through the Electronic Headquarters of the body with the rubric of our electronic signature. Since its activation on July 4, a total of 256 complaints have been received in the region, an average of 3 complaints per day,” he concluded.
