April 5, 2024. A total of 21,355 companies, entities and citizens of the Region of Murcia already have 1,057 million euros of European funds from the Recovery Plan, of which 788 million come from calls made by the General Administration of the State, 197 million from those resolved by the Autonomous Community with the resources allocated at the Sectorial Conferences and 72 million tendered by municipal corporations, according to the Government delegate.
Mariola Guevara today announced the launch of ELISA, a tool launched by the Government of Spain that provides citizens and analysts with up-to-date information on the execution of the investments of the Recovery Plan.
“It is a very useful tool that guarantees monitoring and transparency in the implementation of the Recovery Plan, free access to citizens and provides updated and detailed information on the evolution of the investments of the Recovery Plan from public data extracted from the National Subsidy Base and the Public Sector Contracting Platform,” said Guevara.
The Government delegate has taken advantage of the launch of ELISA to inform that, of the 808 million euros allocated by the Government of Spain to the Autonomous Community for its direct management, it has convened a total of 391 million and has awarded 197 million, with a resolution rate of 50%.
“In addition, from the analysis of the web we can extract data such as that municipal corporations have summoned 114 million euros and resolved to the value of 72 million or that 48% of the beneficiaries in the Region of Murcia are microenterprises and SMEs, followed by foundations, with 32%,” he added.
Guevara indicated that the largest volume of investment has been allocated to sustainable infrastructure projects, with 38%, followed by
Urban and rural agenda, with 18%, and modernization of the industrial fabric, with 14%.
The government delegate has said that the new tool, accessible through the Recovery Plan’s website, allows monitoring the execution of European funds through the analysis of public data from the National Grants Database (BDNS) and the Public Sector Contracting Platform (PLACSP), which are exploited through techniques of web page data collection in an automated way (web scraping) and machine learning.
In this sense, the ELISA tool allows to track calls for tenders and grants with Next Generation EU funds, as well as their resolution, both those managed directly by the General Administration of the State, and those transferred to the Autonomous Communities through the Sectoral Conferences and those executed by local corporations.

We are halfway through the implementation period of the Recovery Plan and around 50% of the approximately 70 billion euros allocated to Spain in the first phase of the Recovery Plan have already been awarded.
