Operation Passage of the Strait 2025 has ended this Monday, September 15, without noteworthy incidents. In total, 212,371 passengers and 50,103 vehicles have passed through Melilla as part of the largest movement of people between the two continents over three months. The decrease compared to 2024 was 33.4% less than last year in passengers, and 31.6% in vehicles.
National data
At the national level, OPE 2025 has concluded with record numbers of vehicles and passengers on board. In total, 3,488,208 passengers and 857,851 vehicles have crossed the Strait in a fluid and safe way.
The increase in passengers compared to 2024 was 97,002 (2.9 percent more than last year) and the increase in the number of vehicles between 2024 and 2025 was 24,500, which has meant a total of 857,859 vehicles that have crossed Spain in Operation Paso del Angol 2025, coordinated by the General Directorate of Civil Protection and Emergencies of the Ministry of the Interior.
This 2025, the OPE has been developed between June 15 and September 15, period in which a detailed planning of the weeks and days in which greater traffic was expected to prevent any type of situation that interfered with the fluidity of the operation was launched.
Operation Paso del Angolo has been possible thanks to a wide device in which, in addition to the Ministry of the Interior, numerous Administration agencies are involved, such as State Ports and the General Directorate of the Merchant Navy, belonging to the Ministry of Transport, Mobility and Urban Agenda; the General Directorate of Public Health of the Ministry of Health, as well as the delegations and subdelegations of the Government where the ports of embarkation are located.
Meeting close OPE 2025
On Friday morning, the Government Delegation hosted a meeting of the Territorial Committee for Coordination, Management and Direction of Operation Strait Pass 2025, to take stock of this device with the participation of all the agents involved.
The Delegate of the Government in Melilla, Sabrina Moh, has expressed her appreciation for the joint work of all the actors involved and has highlighted that these devices have been developed with total normality. It has also conveyed to the attendees the gratitude for the work and commitment, especially in this type of operation that requires greater effort, so that they can extend it to all the staff.
The Territorial Coordination Committee of the OPE is chaired by the highest representative of the Government of Spain in our city, Sabrina Moh, and has counted on the participation of the Territorial Coordinator and Head of the Civil Protection Unit of the Government Delegation, Mohamed Mohamed; and representatives of the Ingesa; of the Functional Area of Foreign Health, Development and Agriculture; of the Command of the Civil Guard; of the Superior Headquarters of the Police; of the Local Police; of the Port Economic Council of Melilla; of the Maritime Quality and Tourism. In addition, the Secretary General of the Government Delegation, Sana Abdeslam, has served as secretary of the Territorial Committee.
