Melilla will be able to benefit from the program to improve competitiveness and revitalize the historical heritage with tourist use, which the Ministry of Industry, Trade and Tourism (MINCOTUR) is going to implement through the Secretary of State for Tourism.
In the framework of the Recovery, Transformation and Resilience Plan, the Ministry headed by Reyes Maroto is going to implement a program with grants that has a budget of more than 208 million euros, of which almost 70 million are going to be destined for projects promoted by autonomous communities and 139 million euros for local entities.
As indicated by the MINCOTUR, the projects must be carried out on an Asset of Cultural Interest (BIC) or Inventoried Asset, of non-state public ownership and destined for public and tourist use, and keep it destined for this purpose for at least the next 10 years.
In order to guarantee a competitive and sustainable tourism model, the renovation, maintenance and rehabilitation of historical heritage will be promoted and actions will be financed for the conservation, maintenance, enhancement and rehabilitation of goods declared as a Cultural Asset for tourist and cultural use, improvement of universal accessibility, modernization of waste management systems, rehabilitation and use of spaces with intelligent technologies, improvement of energy efficiency and saving the consumption of water and energy resources, actions of acclimatisation and adaptation to climate change, for the reduction and compensation of the carbon footprint and the ecological rehabilitation of heritage.
Two lines of aid will be distinguished, one for the autonomous communities and the other for the local entities. In both cases for a minimum investment of 750,000 euros and a maximum investment of 3,000,000 euros and the amount of financing to be granted will be 100% on the project budget.

As reported by MINCOTUR, after the publication of the bases of this call in the Official State Gazette (BOE) on February 9, the Secretary of State for Tourism will publish an extract of the call, from which the deadline of one month to present the proposals will begin.
The objective of the Ministry is that in March there will be the provisional resolution and that in April there will be the final resolution.
The projects will be evaluated by a joint committee in which the Ministry of Culture participates.
