The Minimum Vital Income (IMV) in the Community of Madrid reached 62,737 households in September, according to the latest statistics published by the National Institute of Social Security (INSS).
The average amount of the benefit is 568.87 euros per month per household and, overall, the current payroll has amounted to 47.97 million euros.
“The IMV is a useful tool in the fight against poverty and we are making a great effort to reach the people who need it, so increasing the number of benefits means that we are expanding our coverage, we are reaching where it was previously most difficult to reach.”
This month, there are 10,369 active benefits more than the same month of the previous year; although there have been 114 less active benefits than there were a month ago.
As for the evolution of the beneficiaries, in September 2025, 32,525 beneficiaries were counted in Madrid more than those registered in the same month of 2024 (+16.87%). While the payroll, total spending represents a year-on-year increase of 4.28%.
Due to the profile of the headlines and the beneficiaries, we can say that the IMV has a strong female profile, where 69.02% of the headlines (43,302) and 54.16% of the beneficiaries are women, in particular, 104,383.
Enhanced protection for children
The Minimum Vital Income is an essential tool in the fight against poverty, especially that of children, since it increases the amount of the benefit depending on the number of children in the unit of coexistence. Currently in Madrid, 43.14% of the beneficiaries are children and adolescents, which means 83.146 protected minors.
In October, more than two-thirds of the Madrid families covered by the IMV live together with minors. Of these, 12,738 were single-parent households, most of them headed by women, who took sole responsibility for upbringing and care.
Added to this protection is the Child Support Supplement (CAPI), which strengthens IMV coverage with additional support for each dependent child. In October, 43,064 households jointly received the IMV and the ICSC, with an average aid of Euro66.86 per child and Euro129.09 per household with children. This benefit establishes different amounts according to age: 115 euros per month for children under 0 to 3 years; 80.5 euros between 3 and 6 years; and 57.5 euros between 6 and 18 years.
The ICSC can also be perceived independently of the IMV, as it has broader income thresholds. For example, it can be requested by a family of two adults and two minors with incomes of up to 3,755 euros per month, which significantly expands the scope of the child poverty protection network.
Improvements for young people
The minister pointed out that “improvements have been incorporated for young people that facilitate access to the benefit when they are in a vulnerable situation”
In this regard, improvements aimed at facilitating the conditions for their access have been incorporated. For example, people over the age of 18 or emancipated minors with dependent children may apply for help. And the period of independent living for young people under 30 years of age has been reduced from 3 to 2 years.
On the other hand, adds Saiz, “the benefit has become a basic protection network for 18-year-olds who leave the protection system, ex-guardianship minors and other young people who at the age of 18 are left in absolute orphanhood.” This group can automatically access the IMV upon reaching the age of majority without having to prove any independent year of life.
Access to Minimum Vital Income
The Minimum Vital Income is a Social Security benefit that guarantees a minimum level of income to households in vulnerable situations and that was launched five years ago. It is configured as a subjective right, adapted to the reality of each unit of coexistence, and constitutes a key instrument in the fight against poverty and social exclusion.
To apply, you must have resided in Spain legally, effectively and continuously for at least the previous year. Residence is demonstrated by the registration in the central register of foreigners in the case of Community and Swiss citizens, or with the corresponding authorization in the case of persons from third countries. The domicile in Spain is verified with certificate of registration, and the unit of coexistence is demonstrated by means of the family book, civil registration certificates or padronal data.
In addition, both the applicant and his or her household must be in a situation of economic vulnerability, as they do not have sufficient income or assets.
The IMV is compatible with work income and includes incentives to promote job placement and improve the living conditions of families.
In addition, the new system of double income review implemented allows families to know in advance the update of their benefit. Since May, beneficiaries already know whether, depending on the income of the previous year, their benefit is increased, reduced or extinguished.
