- The Recovery, Transformation and Resilience Plan has reached a total of 207,906 beneficiaries in the Community of Madrid and an investment of 8,576 M€ by the State

The government delegate in the Community of Madrid, Francisco Martín, has claimed the improvements that the region has achieved in the seven years of progressive government in terms of employment, protection and social advances and investments. “Madrid is doing better with a progressive government in Moncloa. He doesn't care who he likes. The Madrid we have today is better than the one we found when we arrived at the Government of Spain,” he said.
It was during the presentation of the accountability report of the Government of Spain, with the main commitments, actions and investments of the Executive in the region as of July 2025.
Yesterday, the growth data of the Spanish economy were known: 0.7% between April and June. In the meantime, this is not the case in the EU countries. For its part, the IMF expects Spain to grow by 2025 twice as much as the eurozone will do, as has been happening in recent years.
This same economic advance has been experienced by Madrid and also extends to the rest of the country, in such a way that “Spain and Madrid are experiencing one of the most prosperous stages of our democratic history”. For this reason he wanted to emphasize that “Madrid today is better after 7 years of government by Pedro Sánchez. Madrid feels very good about a progressive government in La Moncloa.”
However, despite the positive economic data, inequality and social emergencies persist in the region. Therefore, the commitment of the Government of Spain is that “progress does not stop at macroeconomic figures, but reaches every corner, every municipality”.
And, as the government delegate has indicated, this commitment translates into figures, such as the increase in the number of people affiliated to Social Security, reaching 3,801,539 in June 2025, 668,153 more than in June 2018; the average pension has gone from 1,277.27 euros to 1,729 euros; 134,491 Madrileños and Madrileñas are beneficiaries of a scholarship for studies; and the Minimum Vital Income, which previously did not exist, he wanted to clarify, has reached 183,397 beneficiaries.
Also in the fact that the Community of Madrid will receive the largest installments in history: 20,499 million euros, 9.4% more than last year. “Never before has a government supported the autonomous communities and their municipalities so much,” he said. In addition, the delegate has anticipated that in 2026 a new record will be broken with 21.904 million euros, 6.9% more.
Right to housing
Francisco Martín has expressed the commitment of the Government of Spain to the right to accessible housing, and has recalled the measures put in place to try to guarantee it, although, in places like the Community of Madrid, they have not been incorporated, despite the requests of ten municipalities in Madrid to be declared stressed areas. The delegate insisted on a crucial aspect “Madrid is the epicentre of the real estate hell of this country. Talking today about housing in Madrid is talking about a blocked right”
In this regard, he recalled that, since 2018, the Government of Pedro Sánchez has invested more than 1,426 million euros in housing policies in the Community of Madrid alone. With these funds, the construction and rehabilitation of more than 50,000 homes has been mobilized, and 2,900 social rental homes have been launched in 16 municipalities in Madrid.
Likewise, the Government of Spain has reached out with the State Housing Agreement that would allow a threefold increase in investment in housing in the Community of Madrid, from the current 300 million to 1,060 million euros.
He considered, therefore, that there is no lack of resources, nor competencies to find a solution; for Francisco Martín, what is failing is “the deliberate political decision not to do anything to stop speculation and offer solutions”.
European funds
These investments are joined by those from the Next Generation funds, from which the Community of Madrid has benefited greatly and are allowing the region to be transformed. In total, 8,576 million euros of total investment from which more than 207,906 companies, institutions and citizens of Madrid have benefited, and which have allowed 100,839 SMEs and self-employed people to have the digital kit or acquire high-technology equipment in 22 hospitals worth 126.7 million euros, as well as 38,259 new Professional Training places created, of which 15,698 are related to the digitization branch.
Transports
Francisco Martín also recalled that the extension of Metro Line 3 also receives 92.3 million euros of European funds, a further sign of the central government’s “firm commitment” to the region in terms of mobility.
To this is added the fact that it has taken charge of the unfinished work (by the Community of Madrid) of Cerca a Navalcarnero, and the improvement of mobility for the neighbors of the western area that this infrastructure will entail.
Along with this, the Commuter Plan has increased to 4,396 million euros, 93% more than the initial budget of 2018.
The government delegate also recalled the improvement in access to the environment of the Metropolitano stadium or the 28 million euros tendered for anti-noise screens in the A5.
Social emergencies
Francisco Martín has defended that, in the face of social emergencies, “we must take the initiative” and has defended the formula of the tripartite working and coordination tables, in which they sit together, the Government of Spain, the Community of Madrid and the municipalities because “in the face of social urgency, the only valid response is institutional collaboration”.
Because addressing these problems only from the police perspective is not enough to solve them. And this, despite the fact that the Community of Madrid “is every year a safer region”, as evidenced by the figures of 2024, whose crime data “are the lowest of the last decade”, and which continue to improve so far in 2025 “thanks to the professionalism of the State Security Forces and Bodies and the commitment of the Government of Spain to improve their staffing, conditions and equipment”. Without falling into self-complacency, these results encourage “to continue working for greater security as a key element for better coexistence”.
Fight against gender violence
He recalled that, one of his priorities at the head of the Government Delegation in Madrid, is the incorporation of 100% of the municipalities with more than ten local police into the VioGén system, in which 47 are already fully integrated.
However, he regretted that there are still 31 municipalities with sufficient staff that remain outside the system, considering that “protection cannot depend on the postal code”, and has reaffirmed the conviction that the Government of Spain “is, and will always be, on the side of the victims”. “We work so that Madrid remains a growing region, a prosperous region, a region that advances, that advances,” he added.
Security
Regarding the balance of criminality, he has affirmed that the Community of Madrid is every year a safer region as shown in the year 2024 that closed with the lowest crime data of the last decade, a trend that has continued in the first half of 2025, with a thousand less crimes every month in the field of conventional criminality. “Figures with which we do not settle and which encourage us to continue working in favor of greater security as a key element for better coexistence” he concluded.
