- The document contemplates the demolition of shanty towns, infraviviendas and illegal constructions existing in the settlement, as well as the actions of building rehabilitation and reurbanization and urban regeneration that are estimated to be appropriate
The Secretary of State for Housing and Urban Agenda, David Lucas, today presided over the signing of the general protocol of action for the implementation of the Extraordinary Plan of Rehousing in the Cañada Real Galiana 2024-2034, signed between MIVAU, the Ministry of Housing, Transport and Infrastructure of the Community of Madrid, the Government Delegation in Madrid and the City Councils of Madrid and Rivas Vaciamadrid.
The agreement signed today, which now has to be translated into an agreement “to be legally and economically firm, means the contribution of 330 million euros to try to face the relocations and decent housing solutions for more than 1,600 people who require this joint action between the administrations,” said David Lucas.
In addition to the Secretary of State, the Government delegate in Madrid, Francisco Martín, the Minister of Housing, Transport and Infrastructure, Jorge Rodrigo, the Secretary General of Urban Agenda, Housing and Architecture, Iñaqui Carnicero, the Mayor of Rivas Vaciamadrid, Aida Castillejo, and the Delegate of the Government of Housing Policies of the City of Madrid, Álvaro González, have also participated in the event.
Object of protocol and economic contribution
The purpose of the protocol, signed at the Cañada Real Furniture Factory building, is to express the joint will of the signatory administrations to collaborate to promote and carry out the necessary actions in order to implement an Extraordinary Rehousing Plan within the scope of their respective competences, through the agreement that develops it.
The parties express their intention to propose an extraordinary economic contribution for the improvement of the people living in the Cañada Real in situations of social vulnerability, through an Extraordinary Rehousing Plan 2024-2034, in whose proposal the contributions already made by the administrations will be considered.
Rehousing and integration
The purpose of the extraordinary economic contribution would be to attend to the social preparation and subsequent rehousing and integration of all families that meet the conditions required for access to housing. Also, the necessary update of the Social Study of Cañada carried out by the Social Housing Agency in 2016, to be able to carry out an adequate strategy of action with more updated information of the families residing in the Cañada Real Galiana; it is estimated that a maximum of 1,631 rehousing processes may be necessary, without prejudice to those already carried out or in progress.
This contribution could also include the demolition of shanty towns, infraviviendas and existing illegal constructions, as well as the actions of building rehabilitation and urban redevelopment and regeneration that, where appropriate, would be considered appropriate.
Cost of the process and distribution between administrations
The rehousing process would include the acquisition of housing, compensation, social support and other expenses necessary and directly related to these. Its cost and distribution among the intervening administrations will be determined in the agreement that is developed, being estimated initially, without the protocol signed today being constituted in any way as a direct commitment of expenditure, at 330 million euros at a rate of 110 million euros for each of the three levels of administration acting and in proportion to the number of families rehoused in each municipality.
It is estimated that the rehousing process contemplated in the protocol may involve a period of between 8 and 10 years, subject to the necessary extensions and modifications.

The event was also attended by the Commissioners for the Cañada Real Ignacio Sánchez (Community of Madrid), Enrique Núñez (Madrid City Council) and Pedro del Cura (Rivas Vaciamadrid City Council), and the Councillor for Territorial Policy of the City of Coslada, José Ventura; in addition to deputies in the Assembly of Madrid and councillors of the municipal groups in the three consistories, together with representatives of the neighborhood associations and organizations and collectives such as Fundación Secretariado General Accegitano, Arquitectura sin Fronteras, Cárizada de Madrid, Cáritas de España, Madrid, Cárizada, Cáritas de Madrid and others.
