- At the national eremu level, by the end of February, more than $60 billion in grants and tenders have been called, 88% of the transfers of the first part of the Recovery Plan

The Government has launched a tool called ELISA, which provides citizens and analysts with up-to-date information on the implementation of the Recovery Plan investments.
A tool that has been presented in the Community of Madrid by the delegate of the Government of Spain in the region, Francisco Martín Aguirre, who, in addition to explaining the operation of the same has assured that it is one more sign of the exercise of transparency carried out by the Government of Spain, and that allows to dismantle “falsehoods”.
The Community of Madrid is the largest recipient of recovery funds
“It is false that the Government of Spain punishes Madrid,” said Martín, since “the Community of Madrid is the one that has received the most funds, with a total of 5,701.37 million euros, followed by Catalonia, with 4,949.86 million and the Valencian Community, with 3,753.61 million euros.”
They have benefited almost 101,000 companies, entities and citizens in the community, being 27% of microenterprises and SMEs.

Recovery Plan funds are reaching the real economy
European funds have reached 100,917 Madrid awardees, with 27% being microenterprises and SMEs; more than 850 local entities and public bodies;
More than 55,450 companies and research centers; more than 50,950 people and more than 1,650 associations and foundations.
At the national level, around 34.4 billion euros have been allocated to companies and households, having already reached the real economy.
The information obtained through this database confirms that the funds of the Recovery Plan are reaching cruising speed to the real economy. Specifically, a total of 627,237 citizens, institutions and companies have received funds from the Recovery Plan until the end of February, of which 38% are microenterprises and SMEs.
We are halfway through the implementation period of the Recovery Plan and around 50% of the approximately 70 billion euros allocated to Spain in the first phase of the Recovery Plan have already been awarded.
About ELISA
The ELISA tool, accessible through the Recovery Plan website and free access to citizens, allows monitoring the execution of European funds through the analysis of public data from the National Grants Database (BDNS) and the Public Sector Contracting Platform (PLACSP), which are exploited through techniques of data collection from web pages in an automated way (web scraping) and machine learning.
In this sense, the ELISA tool allows to track calls for tenders and grants with Next Generation EU funds, as well as their resolution, both those managed directly by the General Administration of the State, and those transferred to the Autonomous Communities through the Sectoral Conferences and those executed by local corporations.
ELISA will be updated monthly, microdata will be available on demand and additional functionalities will be incorporated over the coming months.
