Pilar Trinidad Núñez is the new sub-delegate of the Government of Spain to the Community of Madrid.
Senior Professor of Public International Law and International Relations and General Secretary of the Rey Juan Carlos University, Trinidad assumes responsibility for this important position to which it contributes its vocation of public service, in addition to its extensive and recognized experience in the university and international field with special emphasis on Human Rights. His great specialization in this area reinforces one of the commitments made by the current delegate of the Government, Francisco Martín Aguirre, such as the fight for social justice, as well as against gender violence. His appointment also implies a clear commitment to education and the quality of public services.
The new deputy delegate said that working on the representation of the Government of Spain in the Community of Madrid, the main role of the Government Delegation, “is a challenge and a great responsibility” that she assumes “with all humility”.
She also thanked the trust placed in her and wanted to express her commitment to work “firmly and tirelessly to try to improve the lives of citizens everywhere in this region.”
Pilar Trinidad takes over as Elena Bernardo Llorente, who has been appointed Director General of Spanish Citizenship Abroad and Return Policies. The government delegate Francisco Martín Aguirre thanked the former subdelegate for the work and services provided.
A career linked to the university world
Pilar Trinidad is Full Professor of Public International Law and International Relations at the Rey Juan Carlos University and General Secretary of this University since April 16, 2021. Vice President of International Relations from October 1, 2019 to April 15, 2021 and head of the Inspection of Services from March 17, 2019 to September 30, 2018.
Since 1998, she has been a professor of Public International Law at the University of Extremadura, for which she is a Doctor of Law (2001).
Visiting professor at the Faculty of Law of the University of New Mexico (USA) in 2015 and 2017; at the University of the Republic of Uruguay (2017-2022). And he has taught at numerous Universities of the Ibero-American Space (University of Havana, University of Medellín in Colombia, Flacso in Ecuador or General San Martín University in Argentina, among others).
Awards and Publications
Extraordinary Doctoral Award in 2001 for his doctoral thesis on “the child in International Human Rights Law”.
In 2005 he received, “ex aequo”, the Defense Award from the Ministry of Defense, modality José Francisco de Querol y Lombardero for the work entitled “Legal framework for the protection of journalists and the media in cases of armed conflict: Achievements and proposals».
Author of numerous publications in International Law, especially in International Human Rights Law, highlighting publications on the rights of persons belonging to vulnerable or disadvantaged groups (rights of children, persons with disabilities, migrants or women, among others).

She was technical adviser (legal adviser) in the International Legal Advisory of the Ministry of Foreign Affairs and Cooperation of Spain between 2005 and 2009, participating in numerous Committees and Working Groups within the United Nations, the European Union and the OSCE.
In particular, in the Spanish delegation that participated in the negotiations of three universal human rights treaties (International Convention for the Protection of All Persons from Enforced Disappearance; Convention on the Rights of Persons with Disabilities and Optional Protocol to the International Covenant on Economic, Social and Cultural Rights).
