The Ministry of the Presidency, Justice and Relations with the Courts and the Government of La Rioja have today signed an agreement to strengthen the technological collaboration between both institutions in the field of Justice. The agreement was signed by the Secretary of State for Justice, Manuel Olmedo Palacios, and the Minister of Health and Social Policies of the Government of La Rioja, María Martín Díez de Baldeón, during an event held this Friday.
This agreement regulates the technological services that the Ministry provides to the autonomous community, while facilitating the adoption of new tools developed by the General Administration of the State within the framework of the national strategy of digital transformation of the public service of Justice.
With this signature, La Rioja joins the model of technological use promoted by the Ministry with the regional administrations that have transferred competences, as was already done in February with the Principality of Asturias and in June with the Canary Islands. Other autonomous communities are expected to join in the near future.
During the event, the Secretary of State for Justice stressed that these agreements are essential to ensure that the process of modernizing justice reaches all territories in an effective and balanced way. It has also reiterated the Ministry’s willingness to continue collaborating with all the autonomous communities, strengthening the institutional coordination mechanisms necessary to consolidate a connected, efficient and citizen-oriented justice model.
A common architecture for a more agile and digital justice
The initiative is part of the progressive implementation of the New Model of Judicial Office and Court of Instance contained in Organic Law 1/2025, of 2 January, on measures in the field of efficiency of the Public Justice Service, and in the new digital governance of the judicial system. The objective is to guarantee a more agile, interoperable and data-centric justice, through a common technological architecture that allows the use of existing public resources.
Among the services and developments of the Ministry that may be used in La Rioja are the Procedural Management System (ATENEA); the Justice Folder, as a single channel of digital relationship with citizens; the Civil Registry Information System (DICIREG); the Virtual Digital Interaction Desk (EVID); the Preliminary Appointment service; LexNet, a communication tool between judicial bodies and legal operators; or the Justice Interoperability Hub.
It will also include advanced automated processing solutions integrated with other public administrations and other innovative applications related to process robotization, textualization or AI. The Ministry will transfer all these tools with technical support, security guarantees and complete functional documentation.
This model of cooperation also allows the autonomous community to adapt and enrich the developments with its own contributions, thus fostering a shared ecosystem of public innovation in the judicial field. The agreement strengthens the principles of institutional co-responsibility and territorial cohesion, contributing to a more homogeneous provision of the public justice service throughout the country.
