The Ministry of Justice promotes the Justice 2030 plan together with the autonomous communities
The Ministry of Justice, led by Pilar Llop, held today, in Palma (Balearic Islands), the Sectoral Conference of Justice in which the Justice 2030 plan was promoted together with the autonomous communities (CCAA) with transferred competences.
In her speech, the Minister of Justice stressed that the promotion of the Justice 2030 plan is an achievement of co-governance and “of dialogue as a method”, and pointed out that this plan contemplates “ambitious projects of transformation of the Public Service of Justice”.
According to Llop, “the organizational change that the Justice has been demanding for years is already materializing, and this is achieved thanks to deliberate and consensual political decisions.”
The Justice 2030 plan promoted by the Ministry led by Llop is based on three efficiency laws: the Procedural Efficiency Law, the Organizational Efficiency Law and the Digital Efficiency Law, currently in parliamentary procedure.
Among the many projects contemplated in the efficiency laws, the Minister of Justice has emphasized the Offices of Justice in the municipalities: “We have implemented the first Justice Office in the municipalities in island territories, on the island of Formentera, which will also facilitate the Public Justice Service for citizens.”
On the other hand, the status of implementation of the projects of the Justice 2030 plan that the CCAA has designed with the help of Justice 2030/Recovery, Transformation and Resilience Funds for 2022, and that are already in execution, as well as the modification of the agreement of distribution of funds between the CCAA, has also been addressed.
Processing of 70 new judicial units for 2023
Within the framework of the Sectorial, the Minister of Justice has announced the beginning of the procedures for the creation of 70 new judicial units within the programming of the 2023 financial year. To this end, the Secretary General for Innovation and Quality of the Public Justice Service, Manuel Olmedo, has today sent offices to all the autonomous communities to carry out the appropriate studies and propose to the Ministry of Justice the number and jurisdictional nature of these judicial units.
An official letter has also been sent to the General Council of the Judiciary, which will report on the matter.
New Civil Registry
In addition, the Justice meeting with the CCAA has discussed the status of implementation of the new Civil Registry, which is dated September 30, 2025, to be in operation throughout the national territory.
Law 20/2011, of July 21, is a rule that converts the Civil Registry into an individual registry where all the facts and acts that affect a person throughout his life will be registered.
The new Civil Registry, which is being funded by Justice2030/Recovery, Transformation and Resilience Funds, will have a common database and a single computer application, and all offices will be connected electronically.
Sustainable site rehabilitation standard
Finally, the sustainable rehabilitation standard has been addressed with the aim of promoting ecological transition policies and combating climate change.
The meeting explained the measures promoted by the Ministry to reform the buildings of the Administration of Justice and improve energy efficiency, thus fulfilling the objectives defined by the European Union to decarbonize public buildings.
In the Sectorial in Palma, the Minister, on behalf of the Ministry of Justice, has been accompanied by the Secretary of State for Justice, Tontxu Rodríguez; the Under-Secretary for Justice, Ana Sánchez; the Secretary General for Innovation and Quality of the Public Justice Service, Manuel Olmedo; and the Director General of the Public Justice Service, Maria dels Àngels García Vidal.
