The government delegate in Galicia, Pedro Blanco, presided on Monday the act of taking possession of the new head of the Civil Guard Command of Ourense, Lieutenant Colonel Rafael Berguillo Esquina.
At the event, in which he was accompanied by the subdelegate of the Government in the province, Eladio Santos, the delegate gave the person in charge his support to “consolidate Ourense as one of the safest territories in the country”. The delegate explained that Ourense has a crime rate of ten points lower than the national average and highlighted the fundamental role of the Civil Guard in a province “characterized by geographical dispersion and an aging population.”
“The Ourense Command has under its responsibility, in terms of citizen security, 91 of the 92 municipalities of the province,” he said.
“La Guardia Civil trabaja de forma constante para proteger a la ciudadanía. So far this year, prison violations decreased by 8% compared to last year and the rate of clarification grew by 1%,” said Pedro Blanco.
The “exemplary” trajectory of Lieutenant Colonel Rafael Berguillo, highlighted the delegate, there is already “the disposition of the men and women of the Ourense Command”, which arrived in 2022 and which has been in command on an interim basis for a year.
Strengthening the fight against gender violence is one of the challenges, since 341 women are currently protected daily by the Civil Guard in the province. Pedro Blanco explained that the main challenges of Rafael Berguillo in the operation of the Command are the increase in research capacity, the incorporation of territorial companies into the shift system and the promotion of the Mobile Office of Attention to the Citizen and the Pilgrim, which is already underway throughout the province.
A long career in the service of citizenship
The Chief Lieutenant Colonel of the Civil Guard Command of Ourense, Rafael Berguillo, has a long career in the body.
A native of Cádiz, he was captain of the Traffic Sector in Castilla y León and at the Merida Traffic School. He was part of the Team against Organized Crime in the Balearic Islands. His performances abroad also stand out: in Italy, France, Algeria, Honduras, Portugal and Germany.
He was in charge of the Reserve and Security Group (GRS) of the Pontevedra Command, just before the transfer to Ourense in 2022. In this Command, he was Chief of Operations, Judicial Police and Information and later became Chief of the Command on an interim basis, a destination that was finally awarded to him a few months ago.
