The subdelegate of the Government in Lugo, Isabel Rodríguez, presided over the institutional act for the 46th anniversary of the Spanish Constitution, highlighting the importance of protecting and developing the fundamental rights contained in the Constitution, with special emphasis on access to housing and the fight against male violence.
During her speech at an event that brought together authorities, representatives of Lucense society and neighborhood, Isabel Rodríguez stressed that article 47 of the Constitution recognizes the right of everyone to decent and adequate housing. “This right is not a privilege, but a fundamental need to ensure a dignified life,” he said.
Rodríguez pointed out that the Government is working on concrete measures to make it a reality, such as regulating rental prices in stressed areas, increasing the public housing stock and combating real estate speculation. “There is still a lot to do, but we are moving in the right direction with all administrations working in the same direction: a country where no one is left behind in access to a decent home,” he added.
Another of the central themes of the speech was equality between men and women and the fight against male violence. Rodríguez recalled that 43 women were killed so far this year and 1,288 since records have been kept. “Behind these terrifying figures are lives cut short by structural violence that challenges the whole of society,” he said.
The subdelegate highlighted the measures that the Government is promoting to strengthen the protection of victims, improve education on equality and tighten legislation against aggressors. “The fight against gender-based violence is not just a political priority; it is a social and ethical priority. The Constitution obliges them to guarantee the life, freedom and security of all people, without exceptions,” he stressed, “and of course, under no pretext, half of the population is an exception.”
A living Constitution that responds to current challenges
Rodríguez highlighted the ability of the Spanish Constitution to adapt to the times, citing as an example the recent reform of Article 49, which dignifies language towards people with disabilities. “This change, the fruit of consensus and dialogue, is a sign that the Constitution continues to be a guide to facing the challenges of the present and building a more just future,” he said.
The subdelegate also highlighted other fundamental rights included in the Constitution, such as public health or education as an engine of equal opportunities and social integration, with special mention also of refugees. “The Constitution reminds them that rights are not words on paper; they must become tangible realities for all people,” he concluded.
Renew commitment to constitutional values
The event, which concluded with the interpretation of the Galician and national anthems, served as a tribute to the democratic values, equality and justice that inspire the Spanish Constitution. Isabel Rodríguez called for a renewed commitment to these principles to continue building a cohesive, supportive and more egalitarian society.

The Subdelegation of the Government celebrated today the commemoration of the 46th anniversary of the Constitution with an act that brought together more than a hundred authorities and invited people, among which were the Council of the Sea, Alfonso Villares; the Deputy and Speaker in Parliament, José Ramón Gómez Besteiro; the President of the Provincial Council of Lugo, José Tomé; the First Vice-President of the Galician Parliament, Elena Candia; and the President of the Hydrographic Confederation, José Antonio Quiroga; among others.
