The subdelegate of the Government in Pontevedra, Abel Losada, today claimed “the success story” of the Master Plan based on cooperation between administrations, security forces and educational community to promote coexistence in the schools and institutes of Pontevedra. A plan born to “accentuate the value of prevention, protecting the newest population in a world as changing as it is today in which new risks appear, related fundamentally to the world of technologies”. He pointed this out at the meeting of the Provincial Follow-up Commission of the “Master Plan for Coexistence and Improvement of Security in Schools and Their Environments”, the program created in 2007 by the Ministries of the Interior and Education to promote a culture of security among the school population.
The meeting was attended by, in addition to the deputy delegate of the Government in Pontevedra, the director of the High Inspection of Education in Galicia, Xosé Lois García; the inspector of Education of the Xunta de Galicia José María Alén and the people responsible for the specialized units of the National Police and the Civil Guard who are responsible for coordinating activities in the province.
Abel Losada celebrated the “unstoppable advance” of the Master Plan in the province, which in the last year grew exponentially. Thus, of the 38,000 people who participated in this government program during the past year, a total of 34,661 were students (80% more), 2,185 teachers (93% more) and teachers and 1,092 family members (73% more). Growth is accelerating in recent years, “as a result of the great work done by the teams of the National Police and the Civil Guard and the continuous adaptation of the catalogue of talks to the needs that arise”.
Last year’s figures also show that 63% of schools in the province requested talks from the Master Plan for Coexistence and Improvement of Security. In absolute terms, a total of 314 participated. “However, in the case of centers supported with public funds this percentage is higher, so there is room for improvement in private ones,” explained the subdelegate.
The deputy delegate placed great value on this police work highlighting that both Corps developed “no less than 1,041 training and prevention activities” and assured that it is the State Security Forces and Corps that makes it possible for this “fantastic initiative to come to an end”. He recalled that behind each session, each talk, there are agents moving around and investing their time and training previously to explain the rapacity, sometimes very new, the risks of the different threats that arise with each new form of crime. “There is a human effort that needs to be recognized,” he insisted.
In addition, under the Master Plan for the National Police and the Civil Guard, 2,861 intensive inspections were carried out in the vicinity of the province ' s educational centres, without any drug outlets having been detected or deactivated during the year 2023. Although one was detected and disarticulated in an educational center of Sanxenxo in February of this year, 2024.
Thematic news
The topics most requested by the schools were, first of all, cybersecurity, especially the protection of boys and girls on social networks, followed by talks on bullying or cyberbullying in schools. Male violence and addictions to drugs, gambling and technology occupy, respectively, the third and fourth positions among the most requested.
The subdelegate announced that “in the Government’s commitment to constantly adapt to social demands and new security needs among schoolchildren, the training catalogue of the Master Plan will address new topics this year, such as human trafficking, the prevention of sexual crimes, the disappearance of minors without apparent cause or the protection of the environment and nature.” “People must be aware that the thousand talks that took place last year prevented, in faith, the commission of a good number of crimes,” he said, “and that is why it is important to cover the new fronts that crime is opening up taking advantage, on many occasions, of the fact that a large part of the school population has a mobile phone and is therefore potentially accessible online.”
Abel Losada also recalled that the Master Plan is open to private centers, as well as public ones, so he encouraged the directorates and the associations of mothers and fathers to request it “because the results are excellent and today we can solemnly say that the Master Plan improved the educational offer of the centers and that, therefore, it is fully consolidated.”
The subdelegate recalled that the latest Instruction of the Ministry of the Interior recommends opening the Master Plan to the Local Police so he will take this request to the Local Security Boards that will be held from now on. Betting on greater involvement of the Mothers and Country Associations, which have at their disposal specific talks very useful to help in the formation and protection of their sons and daughters, will be the other great line of work from the Subdelegation.
