The subdelegate of the Government in A Coruña, María Rivas, participated today in the presentation of the second call for applications of the Dinamiz-ARTj Program, which was born as an initiative of the Institute for the Fair Transition (ITX) managed through the City of Energy Foundation (CIUDEN) to expand the cultural offer offered in municipalities affected by processes of closure of coal mines and thermal or nuclear power plants, identified as Fair Transition zones.
The objective of the program is to contribute to dynamizing the economic and cultural activity of the areas of Just Transition, complementing the tourist offer and contributing to boost the professional activity of local artists, and promoting the proximity of the culture and arts offer to the citizens, programming activities to which they access free of charge. In addition, this program is also part of the government’s strategy to help fix the population in the affected municipalities.
Specifically in the province of A Coruña, the municipalities that receive this name are 16, among which are A Capela, Cabanas, Cerdido, Ferrol, Mañón, Moeche, Monfero, Ortigueira, As Pontes de García Rodríguez, San Sadurniño, As Somozas, Carral, Cerceda, Laracha, Ordes and Tordoia.
The total investment in this second call for these municipalities will reach almost 100,000 euros; this budget varies depending on the number of inhabitants it has. In addition, a maximum budget line per municipality was established to avoid concentrating the actions in the same local entity and thus favor the municipalities with a smaller population in which access to culture is more difficult.

Thus, María Rivas called on artists to join this second call, in which they can register in the catalogue of performances directly, highlighting that participating in this call will allow them to have projection in other territories of just transition at the state level.
In the same way, he also encouraged the municipalities to schedule their activities, as in the first call, and again 100% of the Galician municipalities participate in this new call, “which in short is also an economic activity and job creation between artists and companies in the culture sector.” The subdelegate recalled that the registration period is already open since November 10 and closes on December 11 at 15:00 hours, being able to be done through the web page.
All the actions and activities framed within the program will again be free of charge and will be represented in the municipalities between September 2024 and March 2025.
In its first edition, at the state level, of the 197 municipalities of fair transition, 136 municipalities participated (70%), with 910 artistic interventions that allowed to reach 84,490 attendees. In Galicia, 100% of the municipalities included in the agreements of As Pontes and Meirama (19 municipalities) enjoyed the program with 181 scheduled interventions and a total of 19,418 spectators and spectators.
Finally, the subdelegate wanted to highlight the commitment of the Government that through the Institute for the Fair Transition of the Ministry for the Ecological Transition and the Demographic Challenge, granted already in February 12.4 million euros to promote 17 projects in Galician municipalities affected by the processes of closure of thermal power plants. These grants are focused on the improvement of environmental, social and digital infrastructures in municipalities affected by the energy transition, within the Recovery, Transformation and Resilience Plan.
In addition, the forecasts are that for the period 2022 to 2027, specifically to Galicia, a total of 111 million euros will be allocated to face the socio-economic challenges derived from the transition to climate neutrality, and that will have as axes the following topics:
• Ecological transformation of industry and promotion of sustainable mobility, circular economy and energy efficiency.
• Promotion of SMEs and tractor business projects for the economic diversification of the territories.
• Promotion of research, development and innovation (R+D+I), ICT integration and digital transformation.
• Promotion of social infrastructures, the social economy and training and qualification initiatives.
