The deputy delegate of the Government, Maica Larriba, presided this morning, together with the mayor of the municipality, Abel Caballero, the Xunta Local de Seguridad of the City of Vigo in which the new protocol of collaboration between the State Security Forces and Bodies and the Local Police was signed within the framework of the Integral Monitoring of Victims of Gender Violence program. The new collaboration protocol was signed by the head of the Local Police, Francisco Martínez, and the wool commissioner National Police of Vigo-Redonda, Ramiro José Gómez.
Vigo is the last city council of the province that proceeds to the renewal of this document, the first and fundamental procedure, which must formalize all those municipalities that wish to remain within the Vioxén System. The new protocol includes the distribution of functions and assignments of victims among the Security Forces and Corps and is adapted to current normative references.
Maica Larriba wanted to thank “the commitment of the City of Vigo that since 2011 is integrated into this system of comprehensive follow-up in cases of gender violence of the Ministry of Interior” and took the opportunity to appeal to the municipalities that have not yet joined VioXén to do so and thus “continue advancing in the eradication of violence cotra women”. The subdelegate stressed the importance of the municipalities incorporating this surveillance system because, as she explained, “the local administration is the closest to the citizens and, therefore, the local police in each municipality have a greater knowledge of women who are victims of male violence.”
In particular, the new protocol delimits the functions of the Local Police in the field of gender violence and defines the follow-up and distribution of cases, which "allows to add more effectiveness and resources to the protection of victims," Larriba stressed. At present, the Family and Women ' s Care Unit (UFAM) of the National Police monitors 203 cases, the Local Police monitors 77 cases and the Autonomous Police monitors 70 cases.
Maica Larriba also wanted to underline “the firm commitment of the current Government of Spain and this Subdelegation to the eradication of each and every form of male violence. We are on the side of the 348 victims of this locality, all of them have the right and our support to live a life free of violence.”
To complete its accession, the City Council must now sign the agreement with the Ministry of the Interior for access to the Comprehensive Monitoring System in cases of gender violence.
350 active cases in the locality
Second, the data collected in the VioXén System, in Vigo, there are currently 350 active cases of gender violence. This figure represents more than 25% of the active cases in the province.
Since the beginning of the year 2023, there were 80 cases of discharge in the system, of which 69 remain active. 45% of the victims are between 31 and 45 years old and 46% of the aggressors are in the same age group.
According to their level of risk, of the 90 victims enrolled in the system, 8 are at high risk, 48 are at medium risk, 140 are low and 154 are not appreciated. Likewise, 92 of the victims have or had more than one aggressor and 80 of the aggressors have or had more than one victim.
The VioXén System
The VioXén System was launched in 2007 by the Secretary of State for Security of the Ministry of Interior with the aim of establishing a national network that allows the rapid, integral and effective monitoring and protection of women victims of #maltreatment, and their sons and daughters, in any part of Spanish territory, as well as to bring together the competent public institutions in the field of gender violence and integrate the information of the different cases.
The System also makes predictions of the risk of any victim and, depending on the level, provides adequate monitoring and protection of the woman concerned throughout the national territory. Vioxén also carries out preventive work with warnings, alerts and alarms when any incident or event is detected that may put the victim’s integrity at risk.
