April 5, 2024. Of the more than 3.5 billion euros that Castilla y León has received from the Recovery Plan, 2,483 million have already reached the citizens through already resolved calls: €1,782 million executed directly by the AGE, €585 million through calls from the autonomous community of the €1,655 million that it has received per allocation at a sectoral conference and €115 million through calls made directly by local entities.
This data is obtained from the new monitoring tool for European funds, ELISA, which provides citizens and analysts with up-to-date information on the execution of the investments of the Recovery Plan.
This tool, accessible through the web of the Recovery Plan enables the implementation of European funds to be monitored by analysing public data from the National Grants Database (BDNS) and the Public Sector Procurement Platform (PLACSP), which are exploited through automated web scraping and machine learning techniques.
In this sense, the ELISA tool allows to track calls for tenders and grants with Next Generation EU funds, as well as their resolution, both those managed directly by the General Administration of the State (AGE), and those transferred to the Autonomous Communities through the Sectoral Conferences and those executed by local corporations.
Half of the beneficiaries in Castilla y León are microenterprises and SMEs
A total of 43,661 companies, entities and citizens of the Community of Castilla y León already have 2,483 million euros of European funds from the Recovery Plan. 50% of the beneficiaries in Castilla y León are microenterprises and SMEs.
Of these funds, 1,782 million euros come from calls made by the General Administration of the State, 585 million from those resolved by the Autonomous Community with the resources allocated at the Sectorial Conferences and 115 million tendered by municipal corporations.
Of the 1,655 million euros allocated by the Government to Castilla y León for its direct management, it has summoned a total of 901 million and awarded 585 million, with a resolution rate of 65%. For their part, the municipal corporations have summoned 304 million euros and resolved 115 million.
The largest volume of investments has been allocated to Urban and Rural Agenda projects, with 28%, followed by Modernization of the Industrial Fabric, with 27%, and Sustainable Infrastructure, with 17%.
Recovery Plan funds are reaching the real economy
At the national level about 34.4 billion euros have been allocated to companies and households, having already reached the real economy.
The information obtained through this database confirms that the funds of the Recovery Plan are reaching cruising speed to the real economy. Specifically, a total of 627,237 citizens, institutions and companies have received funds from the Recovery Plan until the end of February, of which 38% are microenterprises and SMEs.
We are halfway through the implementation period of the Recovery Plan and around 50% of the approximately 70 billion euros allocated to Spain in the first phase of the Recovery Plan have already been awarded.
