The Mitma allocates more than 24 million to Castilla y León for actions in the improvement of public buildings of regional ownership
The agreement with the Community aims to guarantee the implementation of the actions included in the PIREP from the NextGeneration funds
August 8, 2023.- The Official State Gazette has published the agreement between the Ministry of Transport, Mobility and Urban Agenda and the Ministry of Economy and Finance of the Junta de Castilla y León by which Mitma will allocate more than 24 million euros for the rehabilitation and improvement of public buildings of regional ownership.
The Ministry of Transport, Mobility and Urban Agenda leads two of the ten lever policies that make up the Recovery, Transformation and Resilience Plan (PRTR). The Lever 1 Policy, in its Component 2, Implementation of the Spanish Urban Agenda, has the Urban Rehabilitation and Regeneration Plan endowed with 6.820 million euros from the Recovery and Resilience Mechanism (Next Generation EU Funds).
One of the six programs that make up this component is the Public Buildings Rehabilitation Promotion Program (PIREP), with an investment of 1,080 million euros, of which 480 million euros are destined to the Autonomous Communities/Cities through direct transfer of funds.
The agreement signed between the parties establishes that Mitma will allocate the amount of 24.22 million euros of aid for the execution of actions included in the PIREP. It states that the buildings on which rehabilitation is carried out must meet basic requirements.
In this way, these buildings must have a construction date prior to January 1, 2009 and be of public ownership, considering that the assets belonging to the Autonomous Public Administrations are of public ownership. In the event that there is a co-ownership regime on the property between different Public Administrations, the Board is required to hold at least 51% of the property.
The property subject to receiving the investment must be destined for public use, excluding residential public housing use (in all its regimes), and keep it destined, at least for the next twenty years, for public use. Public buildings that, being in disuse at the time of the publication of this agreement, are destined for public use for a minimum of 20 years after the completion of the rehabilitation can also benefit from the aid.
TYPE OF PERFORMANCES
In addition, the agreement establishes what type of actions are subject to aid in these buildings. In this way, type A interventions must be aimed at improving the energy efficiency of public buildings, with a climate contribution coefficient of 100%. Actions involving the replacement, use or installation of thermal equipment using fossil fuel are excluded from this group.
Type B interventions are aimed at improving environmental efficiency in water, material use, waste management, adaptation to climate change and biodiversity protection, with a climate contribution coefficient of 40%. Type C actions are aimed at improving accessibility. That is, those that remove barriers and improve physical, cognitive and sensory accessibility. Finally, the type D actions
They are intended to improve habitability and those of type E are oriented to the improvement in the conservation of buildings.
In addition to these interventions, the projects and other work required to carry out the works included in the different types mentioned above will also be eligible for funding.
The eligible actions must be executed before September 30, 2024 for those properties assigned to Phase 1 or until March 31, 2026 for buildings subject to Phase 2.
Among the commitments assumed by the Board in the signing of the agreement is that of financing and managing the actions in accordance with the requirements stipulated therein as well as European regulations. Distribute the resources of the PIREP ensuring the principles of objectivity, publicity and transparency in administrative action. Receive, in time and form, the works corresponding to the proceedings. Likewise, the beneficiaries are obliged to create in Spain all the employment necessary to carry out the activity.
