An institutional event today celebrates the Day of Private Security in Palencia

June 30, 2023.- On the occasion of Private Security Day, an institutional act has taken place in the Subdelegation of the Government of Palencia in which the daily work of all those members of private security who collaborate in an active and exemplary way with the State Security Forces and Bodies in the maintenance of security, and for the benefit of all citizens, has been recognized.
The Government’s Deputy Delegate in Palencia, Ángel D. Miguel Gutiérrez, has been in charge of presiding over the act together with the provincial chief commissioner of the National Police, Honorio Pérez Pablos, the lieutenant colonel of the Civil Guard, Rafael Campos Barquín, and Benjamín Crespo Menéndez on behalf of the Professional Association of Private Security Services Companies (APROSER)
According to RD 2364/1994, of December 9, approving the Private Security Regulations, it is provided that “Private security personnel who excel in the performance of their functions and especially in collaboration with the Security Forces and Bodies, may be distinguished with honorific mentions whose characteristics and procedure of concession will be regulated by the Ministry of Justice and Interior.” In view of these arguments, contained in the Royal Decree, the National Police Force has granted a total of 22 decorations, while the Civil Guard has recognized the work of a total of 10 private security professionals.
The Government’s deputy delegate has thanked the close collaboration and coordination between these companies and the National Police and the Civil Guard.
“The role of private security as a contributor and complementary to public security must be made clear, a role that I consider fundamental, mainly preventive and primordial in an increasingly complex society such as the present one.”
“The technological development and the accelerated change of habits produced after the pandemic have been reflected in a new criminality, which has modified the risk for companies and citizens in general, and which makes greater coordination and more efficient collaboration with the different police forces necessary for private security,” added the deputy delegate,
Angel D. Miguel wanted to congratulate the winners, noting that “the objective of this act is to recognize the work of those who dedicate themselves to the work of private security, and its dissemination should serve to increase its recognition and valuation according to its importance. Likewise, I must thank you for your daily effort and for the good harmony with the State Security Forces and Corps, something essential to fulfill the common objective, the security of all. Therefore, I must congratulate today all private security professionals, companies and workers, a sector with a relative weight in Palencia and to which I wish the best prospects for the future in our city and province.”
The provincial chief commissioner, Honorio Pérez, has urged:
“to all those present here and the personnel of the Sector in general, to maintain, promote and increase this fruitful personal, professional and institutional relationship with National Police, Civil Guard, other Forces, other Security Forces and Corps, operators such as Defense, or strategic facilities, offering as always, our support, advice and collaboration in the field of private security.”
Pérez Pablos has also highlighted the role played in Palencia by women in the Private Security Sector;
“In line with the Guiding Principles of the Institutional Strategic Plan of the National Police, the commitment to equality and respect for human rights is framed, to make visible the presence of women in the sector, providing training to security monitors related to equality, or police action in cases of gender violence. The presence of women in the private security sector represents just over 14.5%, being present at all levels, the operational, planning or direction and management of resources.”
The lieutenant colonel head of the Palencia Civil Guard Command, Rafael Campos Barquín, has congratulated the winners and has highlighted the harsh conditions in which his work is sometimes carried out:
“First of all I would like to congratulate the recipients of the mentions. Beyond the material value I understand that it is a recognition and a way to inject encouragement and a bit of humanism in a particularly hard and difficult field, I mean private security. On the one hand, it is a job subjected to the cold, endless days of standing, sleep, loneliness and sometimes risk to your integrity. And on the other, perhaps the worst, the difficult working conditions.”
In the provincial area of Palencia, 237 security guards and 38 explosives are provided, and 5 security companies maintain a Delegation in the province.
