Toledo.- The Council of Ministers has approved the granting of two grants to Castilla-La Mancha for the repair of damage to municipal infrastructure and road network caused by the DANA of September 2023 in the provinces of Toledo and Cuenca with a total amount of 28,094,753.98 euros.
With this agreement, the Provincial Council of Toledo is granted aid in the amount of 15,961,487.28 euros, while the Provincial Council of Cuenca has been granted 12,133,266.70 euros. This resolution of the Council of Ministers is completed with 22,287,236.90 euros for the Community of Madrid.
The delegate of the Government, Milagros Tolón, has highlighted the response of the Government of Spain to meet the needs of the municipalities of Castilla-La Mancha “and that they can face with more resources the repairs they must address after the damages suffered by the torrential rains”.
In this sense, “the Government of Spain proves once again that it has been, is and will always be in the aid of the localities that have suffered floods or any other adverse phenomenon, collaborating economically in this case with the deputations to alleviate the damages that have been caused”.
Civil protection emergency
The approval of these subsidies derives from the agreement of the Council of Ministers of 25 September 2023 declaring the territory affected as a result of adverse weather events and forest fires in the autonomous communities of Andalusia, Aragon, Castilla y León, Castilla-La Mancha, Catalonia, Comunitat Valenciana, Illes Balears, Community of Madrid and Region of Murcia, between 6 July 2023 and 3 September 2023 “severely affected by a civil protection emergency”.
The third paragraph of the aforementioned agreement provided that the projects related to these disasters carried out by municipalities, island councils, provincial deputies or uniprovincial autonomous communities, districts and townships in municipal terms and population centers, related to the works of repair or restitution of infrastructure, equipment or facilities and services of municipal ownership, will be applied to the emergency processing, provided that the requirements and terms foreseen in article 119 of Law 9/2017, of Public Sector Contracts, are met, and they may be granted a subsidy of up to 50 percent of their cost.
In application of this measure, the Ministry of Territorial Policy and Democratic Memory, by Resolution of April 10, 2024, of the Secretary of State for Territorial Policy, approved the call for subsidies for the recovery of damages in municipal infrastructures and provincial and island road networks.
After the deadline for submitting applications and the completion of the investigation of the procedure, a motion for a resolution has been formulated which, among others, provides for the allocation of grants to the three institutions mentioned.
When the amounts of the subsidies mentioned exceed 12 million euros, in accordance with the provisions of article 10.2 of Law 38/2003, General of Subsidies, it is required that the Council of Ministers authorize its concession.
