The Ministry of Transport, Mobility and Urban Agenda (Mitma), through the General Directorate of Housing and Land, has signed an agreement with the Government of Castilla-La Mancha to finance the construction of 86 energy-efficient homes for social or affordable rent in the municipality of Toledo. Mitma will contribute 4.3 million of the 11.4 million euros budgeted for the implementation of this project, from the NextGenerationEU funds within the framework of the Transformation and Resilience Recovery Plan (PRTR).
The promotion of these homes will be developed in a public-private partnership in Toledo by the regional public company Infrastructure Management of Castilla-La Mancha (GICAMAN), through the cession of a surface right on a land of its ownership, which had been ceded by the Board of Communities of Castilla-La Mancha.
Balance of agreements in the region
This is the third agreement signed with Castilla-La Mancha within the Program of aid for the construction of social rental housing in energy-efficient buildings of the Recovery Plan. Thus, the promotion of a total of 520 homes destined for social or affordable rent has already been formalized through six actions in the towns of Toledo and Guadalajara, with a contribution from Mitma of 24.7 million euros.
For this programme, endowed with 1 billion euros, Mitma has already transferred 21 million euros to the Autonomous Community of Castilla-La Mancha in the year 2022 and the financial commitment has been formalized from the annuality of the year 2023 for the same amount. The assistance provided is up to 700 euros per square meter of useful living space with a maximum of 50,000 euros per house.
Through this aid plan, Mitma intends to finance the increase in the public housing stock for social rent or affordable housing, through new construction promotions on publicly owned land. These homes will be part of the public park for a minimum period of 50 years and their consumption of non-renewable primary energy must be at least 20% lower than the requirements required in the Technical Building Code. The works must be completed by June 30, 2026.
