In Castilla-La Mancha 4,125 farmers will receive in October 36,559,468 euros for the extraordinary aid of the drought. The Ministry of Agriculture, Fisheries and Food has published the definitive list of the 70,267 owners of livestock farms that will receive extraordinary aid throughout Spain to compensate for the situation due to the drought and the conditions arising from the war in Ukraine, amounting to 332.3 million euros. The aid will be entered into the farmers’ bank accounts in the month of October.
This figure for the whole of Spain represents 94% of the total budget allocated to this support line of 355 million euros. This aid was approved by the Government through Royal Decree-Law 4/2023 of 11 May, which adopts urgent agrarian and water measures in response to the drought and the aggravation of the conditions of the primary sector resulting from the war in Ukraine and the weather conditions,
This extraordinary aid is granted ex officio to its beneficiaries, producers of beef (suckler cows), sheep and goat, as well as milk from cows, sheep and goats who have been beneficiaries of aid associated with livestock farming on the basis of the single application for Common Agricultural Policy (CAP) aid for the 2022 marketing year; and who were owners of farms registered on 30 April 2023. The aid is granted when the amount to be received is equal to or greater than 200 euros.
In the resolution of July, based on the provisional data of eligible livestock farms and the number of animals eligible for this aid, and in order to avoid exceeding the maximum estimated amount by species and productive orientation, a linear adjustment of the unit amounts per head was made for the areas of high drought condition indicated in Royal Decree-Law 4/2023, of 11 May, in such a way that the following were established:
- Beef cow (suckler): 143.48 euros
- Sheep and goat of meat: 15.89 euros
- Cow of milk: 52.12 euros
- Sheep and goat of milk: 8.66 euros
The farms that have the most of their animals potentially eligible in the 2022 campaign in the autonomous communities established as areas of medium drought condition, will receive 50% of the amounts foreseen for each species and productive orientation, while those with moderate condition will receive 25% .
For cow’s milk producers, a maximum of 725 eligible animals per beneficiary is established. The producers of suckler cows will receive 100% of the unit amount for the first 250 cows, and 50% for the rest of the census. Sheep and goat producers will receive 100% of the respective amounts for the first 2,000 animals, and 50% for the rest of their eligible animals.
After the deadline for the submission of claims to the provisional resolutions of 4 and 21 July, a group of beneficiaries has been established who have not exercised the power to reject the aid or did not submit claims, or if they did not require a detailed analysis of them. Once it has been verified that they are aware of their tax obligations and with Social Security, they have been granted the aid.
On the bulletin board of the electronic headquarters of the Spanish Agricultural Guarantee Fund (FEGA), the list of livestock farmers, the number of head of livestock computed and the amount of aid to be received can be consulted.
The resolution published today also includes those holders who have not been paid because they have been detected that they are not aware of their tax obligations or with Social Security. Within a maximum period of one month from the publication of the resolution, a second check will be carried out to verify whether they have corrected this aspect, and those who have done so will be able to receive the aid.
In the case of owners who have submitted claims on aspects related to the area of affection, owners of the farm or number of animals, these will be sent to the autonomous communities for their analysis. They will then be resolved and, if appropriate, the corresponding aid will be paid.
