The president of the Cantabrian Hydrographic Confederation, Bárbara Monte, and the mayor of the City of Santander, Gema Igual,have signed an agreement in Santander in which the lines of collaboration between both administrations are established to define and develop, jointly, the tasks of conservation, recovery and maintenance of the channels of public hydraulic domain within the municipal term.
The municipality of Santander has 7.4 km of waterways, of which 3.2 km run through urban areas and 4.2 km through rural areas.
In accordance with article 28, paragraph 4, of Law 10/2001, of 5 July, of the National Hydrological Plan, the competence for the execution of actions for the conservation and maintenance of public waterways located in urban areas belongs to the municipalities, but empowers the Hydrographic Confederations to collaborate in the financing of the actions provided that an agreement is signed with the holder of the competence.
With the signing of this agreement, the Hydrographic Confederation assumes the execution of all the actions of maintenance and conservation of waterways in the municipality of Santander, to which an investment of € 210,000 will be dedicated distributed in the next 4 years.
The City of Santander will contribute 119 000 € of this cost and the Hydrographic Confederation the remaining 91 000 €, as aid or subsidy for the actions in these urban sections of municipal competition.
If the conservation needs of the Santander waterways require a greater investment than that guaranteed by the agreement, the two administrations can increase their contribution by processing an addendum to it.
This is the second agreement that the Hydrographic Confederation signed with a Cantabrian city council for the conservation of the waterways of the entire municipality, after the one signed with the City of Laredo in January 2023.
