The Ministry of Agriculture, Fisheries and Food has completed the allocation of the national reserve of basic income aid for the sustainability of the Common Agricultural Policy (CAP), corresponding to the 2023 campaign, for a total amount of 18,744,646 euros, of which 408,055 euros have been allocated to 85 Cantabrian farmers and ranchers, mainly young people.
Throughout Spain, these rights benefit 4,669 farmers and ranchers, with an average allocation of 4,014.70 euros per owner. The Spanish Agricultural Guarantee Fund (FEGA) has made a supplementary allocation to the one it already made in April. The total amount allocated from the national reserve in this first campaign of application of the CAP 2023-2027, confirms the increase in support through this mechanism, since there is an increase of almost 4.5 million euros compared to the period 2016-2022, in which the annual average stood at 14.35 million euros.

49% of the beneficiaries of this payment, 2,303 farmers and livestock farmers, are young, with an average allocation of 5,223 euros and a total amount of 12,027,854 euros. These young farmers also benefit from additional aid, which means an amount per hectare equal to the average value of the region where the area of the farm is located, up to a maximum of 100 hectares.
In the allocation of this year’s national reserve, the one granted to disadvantaged farmers stands out, a new case that has been introduced for the new period of the CAP 2023-2027. It is intended for those farmers who have been farming since at least 2015 and have never participated in the basic payment rights system.
The farmers and breeders covered by this application account for 40% of the applications and receive a total of 4,021,836 euros, with an average allocation per beneficiary of 2,144 euros. The average allocation for farmers and livestock farmers who start farming has amounted to 5,665 euros on average per beneficiary, while the allocation for those responsible for exploitation who participate in restructuring programmes - another new case of national reserve from 2023 - is 1,615 euros.
From 2023 onwards, all the members of the national reserve of basic income support for sustainability benefit from redistributive income support, which represents an additional 20% support over income support.
Young and new farmers maintain the priority in the allocations of the national reserve of the new basic income support for sustainability for the period 2023-2027, so this mechanism is confirmed as a fundamental tool to favor the generational change in agricultural activity
