The Government delegate in Cantabria, Ainoa Quiñones, presented on Thursday the device organized by the Government Delegation for the celebration this Sunday, May 28, of the Municipal Elections of which more than 9,000 people will be part.
Accompanied by the coordinator of the electoral device in the Government Delegation, Antonio Mañero, Quiñones has indicated that this institution, in close collaboration with the 102 municipalities of Cantabria, has been designing and organizing the device for several months so that the day develops with absolute normality.
In this way, around a hundred people from this Delegation have been working for several months on all the necessary issues of logistics, training and organization to make the day a success.
Quiñones has highlighted the training received in recent weeks by the 524 representatives of the Administration and the support staff that will be responsible for the transmission of the data to the Information Center of the Ministry of Interior.
Quiñones also referred to the work carried out to organize the security mechanism in the electoral process, so that the citizens’ right to vote is guaranteed and that the electoral day runs normally.
In this regard, he recalled that this week a Security Board was held in which the security device was approved and that it will be formed in Cantabria by more than 1,300 agents, both from the National Police Force, the Civil Guard and the Local Police.
“The police will ensure the free and peaceful exercise of rights and freedoms and citizen security, as well as the custody of the critical infrastructures of the Autonomous Community that are fundamental for the development of the electoral process of this Sunday, May 28,” he said.
The device will start at 00.00 hours on the 28th and will last until 9.00 hours on the 29th.
The government delegate has detailed that 1,040 councillors and 102 mayors will be elected in the municipal elections in Cantabria.
BUDGET, STAFF AND MATERIAL
The budget of the device for the municipal elections in Cantabria at 706,882.21 euros.
Thus, in this electoral process, more than 9,000 people will be mobilized, of which 2,493 will be members of main polling stations, 4,986 alternate polling stations, 497 representatives of the Administration and 27 support persons, 83 people from the Government Delegation and 1,328 members of the State Security Forces and Local Police of Cantabria.
With regard to electoral materials, the polling stations will be provided with 2,276 ballot boxes, 700 booths, 500,000 envelopes, 12,469 manuals for members of the polling stations and 10,500 minutes of polling stations (3,400 minutes of establishment of polling stations and 7,100 minutes of counting and sitting).
The envelopes and ballot papers will be of different color depending on the electoral process. Thus, the envelopes and ballot papers of the Municipal Elections will be white, those of the entities of territorial scope lower than the municipality (EATIMs) of green color and those of the Elections to the Parliament of Cantabria will be sepia color
CANTABRIAN ELECTORS
Quiñones has reported that according to the census of voters, to date, a total of 510,834 citizens of Cantabria called to vote on Sunday, which means 5,850 people more than the last local elections held on May 26, 2019.
Of these electors, 466,294 are Cantabrians residing in the region with the right to vote, while those residing abroad amount to 41,069. To these must be added 3,471 foreign citizens residing in Cantabria with the right to vote.
As for the new Cantabrian voters for having turned 18 years old, there are 18,383 compared to the last elections held in our country, which were the General Elections of November 2019.
A total of 14,897 requests to vote by mail have been received and accepted: 14,853 applications to vote by post from residents of Cantabria and 44 are applications from voters residing in Cantabria who are temporarily abroad.
ELECTORAL DISTRIBUTION AND DATA TRANSMISSION
Cantabria is divided into 102 municipalities, 128 districts, 460 sections, 425 polling stations and 831 polling stations (8 more than in 2019).
In addition, Cantabria has a Provincial Electoral Board, located in the building of Salesas, and 6 Zone Electoral Boards located in Laredo, Reinosa, San Vicente de la Barquera, Santander, Santoña and Torrelavega.
The data will be transmitted directly to the Madrid Information Collection Center through 497 tablets (a tablet can transmit data from up to three tables as long as they are in the same electoral venue. The rule is that there is one device per electoral venue).
TRACKING RESULTS
On that day, the Government of Spain will set up a web address where all the results of participation and provisional scrutiny can be consulted. This website will be enabled, at 8 a.m., on Sunday, May 28, with the URL: https://resultados.locales2023.es/
The Government Delegation will inform itself of any incidents that may arise during that day, if any, and will also inform itself of the constitution of the polling stations, as well as of the participation data until 2 p.m. and 6 p.m.
As for the vote count, the votes of the Municipal Elections will be counted first, and then those of the EATIMs and, finally, those of the Elections to the Parliament of Cantabria.
From 9:00 p.m., the first data of the count corresponding to the municipal elections of those tables that have completed the ballot will begin to be offered in real time through the website: https://resultados.locales2023.es/
The data of the elections in the EATIMs and the Elections to the Parliament of Cantabria will be offered by the Government of Cantabria.
USEFUL DATA
In the elections to the Parliament of Cantabria, special attention will also be paid to people with visual disabilities, for whom accessible voting will be enabled.
Thus, the government delegate has reported that 20 requests for accessible voting kits have been received, four more than in 2019. Applications have been made from eight municipalities: 9 in Santander, 1 in Potes, 1 in Torrelavega, 3 in Laredo, 3 in Santa Cruz de Bezana, 1 in Camargo, 1 in Villaescusa and 1 in Castañeda.
These accessible voting materials are composed of standardized ballot papers and envelopes (i.e., envelopes and ballot papers identical to those used by other electors) and complementary documentation in Braille.
The use of this procedure is voluntary, so that those who want it can continue to be assisted by a person of their trust, as foreseen in article 87.1 of Organic Law 5/1985, of June 19, of the General Electoral Regime.
