The Government, on the proposal of the Ministry of Health, has approved to allocate 4,489,072 euros to Asturias for Primary and Community Care.
The Council of Ministers has authorized the proposal of territorial distribution of 172,425,000 euros destined to the autonomous communities and the National Institute of Health Management (INGESA) to strengthen Primary and Community Care during the budgetary year 2026.
The measure will allow the continuation of the actions foreseen in the Strategic Framework for Primary and Community Care (MAPyC) and consolidate the lines of work included in the Plan of Action for Primary and Community Care 2025-2027.
The agreement continues the Government ' s commitment to the structural, organizational and functional strengthening of primary health care, which is considered an essential component of the National Health System.
Among the actions financed are the expansion of diagnostic procedures accessible from Primary Care, the optimization of administrative processes, the promotion of artificial intelligence tools oriented to conversational transcription in consultation and the renewal of infrastructures and clinical equipment.
The credits will also strengthen the diagnostic capacity of sexually transmitted infections, promote community health programs and health schools for citizens, advance incident reporting systems related to health care and promote structured and safe medication reviews in people with complex chronic diseases and polymedication.
The Action Plan 2025-2027 also includes specific measures for the early detection of gender violence from Primary Care, the implementation of recommendations for the humanization of attendance at birth and lactation, as well as actions aimed at the prevention of exposure to alcohol during pregnancy and lactation.
The criteria for the territorial distribution of the funds are mainly based on the equivalent protected population, with additional weighting of geographical variables such as surface area, dispersion and insularity. Access to 100% of the conditional credits was linked to the fulfillment of commitments in human resources and teacher stability and, after verifying that the common system regional governments and INGESA comply with the 4 requirements, all have been authorized to receive all of these funds in this year.
With this investment, the Ministry of Health reaffirms its commitment to a Primary Health Care that is more resolute, accessible and adapted to the current and future challenges of the National Health System, strengthening its response capacity from a community, preventive and people-centred perspective.
