The Government Delegation in Asturias held on Wednesday the coordination meeting of the Monitoring Committee of the ‘Greater Security Plan’ to promote in Asturias the new plan, which develops Instruction 11/2025 and will offer a comprehensive approach in cybersecurity and social protection for the elderly.
This update reinforces the growing success of the ‘Greater Security Plan’ in the autonomous community, which during 2025 had a total of 1,063 actions in 39 Asturian municipalities, which represents an increase of 27.3% compared to the previous year.
In 2025, informative talks were given with 1,522 attendees in 86 centres, including residences, associations and senior citizens’ centres. In addition, the network of collaboration with professionals serving senior citizens, visitors and caregivers was strengthened, reaching 202 direct contacts.
The ‘Greater Security Plan’ is developed thanks to the great involvement of the National Police and the Civil Guard, as well as the permanent collaboration of the Government of the Principality of Asturias through the Ministry of Social Rights and Welfare.
Through this initiative, the Government of Spain reaffirms its commitment to the care, safety and well-being of the elderly, focusing on prevention and early detention of risk situations.
Instruction 11/2025
Instruction 11/2025 replaces Instruction 1/2014 to adapt the police response to a demographic scenario where people over 65 already represent 20% of the Spanish population and 28% in the case of Asturias.
The new regulation promoted by the Ministry of the Interior represents a paradigm shift from a general prevention of traditional crimes to a comprehensive approach and the empowerment of the elderly. It also allocates a specific State budget allocation of up to 200,000 euros per year for the implementation of its actions.
Among the new areas of security that incorporates Instruction 11/2025 are:
- Cybersecurity and Digital Divide: Training actions so that older people can benefit from ICT by reducing their vulnerability to online scams and financial exclusion.
- Gender and Sexual Violence: Specific measures are included to prevent violence against older women and financial abuse.
- Hate Crimes: Prevention of discriminatory behaviour based on age (edadism).
- Disappearances: The use of the ALERTCOPS application, specifically the ‘Guardian’ function, is enhanced to facilitate the geolocation of people with cognitive impairment or in situations of loneliness.
Participatory security: ‘Fortress Circle’ and ‘Vigilant Neighborhoods’
The new ‘Greater Security Plan’ enhances the participatory security of senior citizens’ environments through the ‘Fortress Circle’, a support network made up of family, neighbors and friends.
In addition, the concept of ‘Vigilant Neighborhoods’ is formalized, involving new actors such as pharmacies, banks or health centers to collaborate in the early detection of risks and speed up the reporting processes.
