Until the end of February, Aragon has received 1,435 million euros of European funds from the Recovery Plan since its launch in 2021, from which 26,122 companies, entities and citizens have benefited. This represents almost 72% of the funds planned so far (about 2 billion). This data has been obtained thanks to a new tool called ELISA that makes available to the public information on the execution of the investments of the Plan.
This tool, which will be updated monthly, is accessed through the Recovery Plan website and allows monitoring of the execution of European funds through the analysis of public data from the National Grants Database (BDNS) and the Public Sector Contracting Platform (PLACSP), which are exploited through techniques of data collection from web pages in an automated way (web scraping) and machine learning.
ELISA allows to follow the Next Generation EU funds managed directly by the General Administration of the State, those transferred to the autonomous communities through the sectoral conferences and those executed by the local corporations.
Of the 1,435 million funds that are already in the real economy of Aragon, 1,028 million euros come from calls made by the General Administration of the State, 372 million of those resolved by the Community with the resources allocated by the State in the sectoral conferences and 36 million have been tendered by municipal corporations.
“European funds are reaching Aragón at great speed and demonstrate the commitment of the Government of Spain to our Community,” said the government delegate in Aragón, Fernando Beltrán, who pointed out that the measures of the Executive of Pedro Sánchez and the commitment to key sectors are responsible for much of the growth of the Aragonese economy.
The above figures correspond to the funds that have already reached businesses and citizens of the Community. However, the Recovery Plan is much larger and allocates a total of 2 billion to Aragon, 933 of which arrive through the transfers established in the different sectoral conferences, agreements and direct concessions agreed with the Government of Aragon. Of these 933 million, Aragon has already called for 574 and has awarded 372, which means a resolution rate of 65%. For their part, the municipal corporations have summoned 126 million euros and resolved 36.
45% of the beneficiaries in the Community are micro-enterprises and SMEs. As for the destination of investments, the largest volume has been allocated to urban and rural agenda projects (31%), followed by those for modernization of the business fabric (22%) and sustainable infrastructure (14%).
In the country, around 34.4 billion euros have already been allocated, benefiting 627,237 citizens, institutions and companies. Of these, 38% are microenterprises and SMEs. Currently, in the middle of the implementation period of the Recovery Plan, around 50% of the approximately 70 billion euros allocated to Spain in the first phase of the Plan have already been awarded. “The Recovery Plan in Spain is a success story and the data certified periodically by the European Union put us at the top of Europe in the deployment of funds,” explained the government delegate.
