On Thursday, the Government Delegation in Aragon presented the awards to the Merit of Civil Protection, recognizing the professional and social work of the winners, as well as their personal involvement. On this occasion, the work of the head of the Local Police of María de Huerva, Víctor Villacampa; of the deputy head of the Local Police of Teruel, Ángel Lorás; of the head of the Roads Unit of Huesca, Ignacio García Cavero; the Brigadier General of the Military Hospital of Zaragoza, Juan Antonio Lara; of the forest fire reinforcement brigade of Daroca; of the Commissioner and head of the Brigade of Foreigners and Borders of the National Police Corps, Rafael, is recognized.
The government delegate in Aragon, Fernando Beltrán, has highlighted the “exceptional merits” of all the winners for their ability to carry out their work with great “efficiency and generosity”, evidenced that all of them fulfill their public service work “beyond their obligations”.
The delegate has indicated a “common denominator” in all the winners: “None of them recognizes extraordinary merits, because they defend that they carry out their work in a discreet and constant way, that is why we, from civil society, consider it fundamental to show that they deserve these recognitions for the special performance they put in the exercise of their functions.”
During the awarding of the medals, he also wished them to continue exercising “their work of example” for society, especially for the new generations, something fundamental to guarantee the coexistence and development of the Aragonese Autonomous Community.
Civil Protection Merit Medals 2023
Five badges have been awarded in this year’s Civil Protection Merit Medal category. The head of the Local Police of María de Huerva, Víctor Villacampa, has been recognized for his “excellent activity” for the maintenance of citizen security, as expressed by the Government Delegate, as well as “for his push to carry out the Viogén agreement” and his activity outside working hours to provide personal defense courses for women and self-protection measures for other colleagues.
The deputy head of the Local Police of Teruel, Ángel Lorás, has deserved this badge for his interventions beyond those required by his profession. Having graduated in nursing with a master’s degree in emergencies, he has been able to perform “cures and assistance in places where health services did not arrive”. He has also participated as a volunteer nurse in different humanitarian actions and has held charitable events.
The head of the Road Unit of Huesca, Ignacio García Cavero, in the leadership since 2014, has been fundamental to manage “in a more than solvent way” the interventions before snowfall and other extreme weather situations, as well as to coordinate emergency drills that allow to maintain an operational and effective road device.
The proposal in favor of the Daroca Forest Fire Reinforcement Brigade (BRIF) is justified “by its determined action” in its work of extinguishment. Beltrán has recalled that in recent months “life has been played” minimizing the action of fire in Bailo, Laspuña, el Frasno, Nonaspe, Castejón de Tornos, Ateca and el Moncayo; as well as in fires in Navarra and other neighboring communities. The medal was collected by the coordinator of the unit, Fernando Madrid.
The head of the Aliens and Borders Brigade of the National Police Force, Pilar Callejero, has been awarded, in addition to her “impeccable work” at the head of the unit, for the rapid implementation of the reception device for Ukrainian refugees who have arrived in the community. “Their speed in the reorganization of work allowed these people to receive attention almost immediately,” Beltrán said.
The Brigadier General of the Military Hospital of Zaragoza, Juan Antonio Lara, who has not been able to attend the event, will receive in the coming days the distinction for “his successful and extraordinary” direction of the health center. The Government Delegation wishes to acknowledge that since shortly after the beginning of Putin’s war, “a good number of Ukrainian fighters injured in the war are being cared for without haggling”.
Within the Civil Merit has also been awarded the provincial head of state roads in Teruel, Jesus Iranzo, recently retired. During a professional exercise of 44 years he has participated in the construction “of practically all the roads of the State in the province” coinciding with the great impulse registered in the different plans initiated since 1984.
Also within the Order of Civil Merit has received a medal the head of service of the Office of Information and Registry of the Government Delegation, Rafael Navallas. The government delegate stressed that he has always been “an uncompromising defender of the role of the State in the provision of public services”, playing “an important role” in the implementation of Electronic Administration, promoting training and dissemination in different forums and levels.
The event also gave a special distinction to the company CEMEX for its collaboration and support to the Delegation of the Government of Spain in Aragon in its actions to preserve public health and contribute to the welfare of society.
New Subdelegate of the Government in Zaragoza
The new subdelegate of the Government in Zaragoza, Jorge Juan Pastor, was present at the ceremony of awarding decorations. Born in 1977, PhD in Industrial Engineering from the University of Zaragoza, expert in robotics and computer vision, until now he worked as provincial secretary in the Education, Culture and Sport service of Zaragoza.
He has participated in numerous research projects of competitive European, national, regional and transfer with companies, being the main researcher or researcher involved. He has also been a professor at various institutes in the province of Zaragoza and has been an extraordinary collaborating professor at the University of Zaragoza.
