The Government, through the Ministry of Equality, allocates 3,805,753 euros to Melilla for the fight against gender violence and the promotion of equality. This was agreed on Monday by the Ministry of Equality and the autonomous communities and cities at the Sectoral Conference on Equality, which distributed a total of 350 million euros.
The distribution is made after its authorization by the Council of Ministers and meets the distribution criteria established by the Sectorial Conference, the highest co-governance body between the Ministry of Equality and the autonomous communities, Ceuta and Melilla.
Minister Ana Redondo, who chaired this first Sectoral Conference on Equality of the legislature, stressed the importance of a distribution of funds that “underpins public policies of equality throughout the territory and that guarantees a minimum of rights to all women in our country, live in the autonomous community that they live”.
The 3.8 million that Melilla will receive are destined for three areas. On the one hand, 1.6 million will be earmarked for the development of the State Pact against Gender Violence.
This item has a total of 140.2 million euros that have been distributed between the CCAA, Ceuta and Melilla and that will be used to finance programs to combat gender violence, which must be promoted by the autonomous communities, Ceuta and Melilla, within the scope of their competences in 2024.
Through this finalist fund, the Government guarantees its economic commitment to guarantee the stability and permanence of public policies and services derived from the State Pact against Gender Violence, consolidating work against violence against women throughout the State.
The ultimate goal is to ensure a comprehensive, effective and coordinated response by all the institutions competent to prevent and combat violence against women; to maintain and improve, throughout the territory of the State, the network of resources, services and benefits for the protection, assistance, support, recovery and reparation of victims of violence against women; to promote actions to raise awareness and prevent violence against women; and to strengthen the training of all professionals working with victims, in order to guarantee the best institutional response.
Co-responsible plan
Second, of the total, Melilla will have 1.7 million destined for the autonomous development of the Co-responsible Plan in the year 2024, which has a total investment for all the CCAA, Ceuta and Melilla of 190 million euros.
Framed in the European Care Strategy, the Plan signifies a move towards the consolidation of public policies that address care as a right, through three axes of action. First, to facilitate the reconciliation of families with children up to 16 years of age through the implementation of personal care services.
On the other hand, it aims to create quality employment in the care sector for children up to 16 years old, accompanied by the deployment of a system of accreditation of professional skills acquired through informal and non-professional experience.
Finally, thirdly, it aims to sensitize and train society, especially men, in terms of co-responsibility and care, in order to promote models of co-responsible and egalitarian masculinities.
These three axes of action are materialized through specific projects and plans that will be carried out by the autonomous communities, Ceuta and Melilla.
Autonomous programs
Finally, the remaining more than 400,000 euros that Melilla will have will be invested in different regional programs and plans aimed at victims of gender violence and sexual violence.
In total, the State will distribute 19.8 million for various regional programs and plans aimed at victims of gender violence and sexual violence. Specifically, this amount, included in the budget of expenses of the Government Delegation against Gender Violence, will finance the development of four programs for its development throughout 2024.
These are programmes to give effect to the right to comprehensive social assistance for women victims of gender-based violence and their minor children; programmes to implement the common proposal to improve the coordination and implementation of personalized plans to care for victims of gender-based violence; funding programmes to support victims of sexual assault; and programmes to prevent the sexual exploitation of minors under guardianship.
