The Minister of Transport, Mobility and Urban Agenda, Raquel Sánchez, has formalized with the Junta de Andalucía an agreement for the construction of 1,039 public homes for social or affordable rent in energy-efficient buildings.
The actions have a contribution from Mitma of more than 50 million euros that will be financed from the funds of the Recovery, Transformation and Resilience Plan (PRTR).
The promotions will be raised in a public-private partnership through the Housing and Rehabilitation Agency of Andalusia (AVRA) in the scope of six municipalities: (Jerez de la Frontera (Cádiz), San Roque (Cádiz), Granada, Huelva, Lepe (Huelva) and Algarrobo (Málaga).
In his speech, Raquel Sánchez reiterated his commitment to guarantee access to housing, and thus offer "hope and a better quality of life" to citizens. In this regard, he recalled that housing "is one of the cornerstones" of the political action of the Ministry that he directs, as well as his objective of increasing the public park for affordable rent.
"We must ensure the social function of housing, meet the most urgent needs and protect and expand public housing, which is the great black hole of our real estate market," he said, recalling that this is the objective of the future Housing Law.
Almost 3,500 homes in Andalusia in 2026
As he explained, the 1,039 new homes will have to be completed by July 2026. According to the minister, during this period a total of 3,474 homes are planned to be built in Andalusia within the framework of the Recovery, Transformation and Resilience Plan, which includes an allocation of 1,000 million euros of European funds to finance the construction of 20,000 homes for social or affordable rent throughout Spain.
In this context, he has assured that 47% of that objective has already been reached in the Andalusian community, since, if we add the actions of the agreement signed today and the one before Christmas for the promotion of another 597 homes, the result is 1,636 homes.
In fact, the minister stressed that the program is progressing at a very good pace throughout the country and said that before spring all agreements for the construction of the 20,000 homes committed within the framework of the Recovery Plan will have been signed with the CCAA, Ceuta and Melilla. He has also assured that, throughout the year, all projects and surface rights or demanial concessions that are decided will be tendered.
Affordable Rental Housing Plan
These 20,000 homes are also part of the Affordable Rental Housing Plan (PVAA) launched to guarantee the social function of housing and to increase the public rental park to 100,000. "We have more than 60,000 homes already in progress or processing," said the head of Mitma. In particular, he has assured that, in Andalusia, with today’s signature, almost 6,500 homes are already committed and promoted.
Thus, apart from the housing promoted with European funds of the Recovery Plan, the park will be nourished by housing promoted in coordination with autonomous communities and municipalities within the framework of the State Housing Plans. Likewise, the PVAA includes others that are the result of the direct agreement with the regional and local administrations, among which are the 585 agreed with the City of Seville.
Also part of the PVAA are those developed by the State Public Entity of the Soil, Sepes, as is the case of the 1,245 that will be built in the former Artillery Regiment of Seville. The rest of the houses come from the SAREB and the Social Housing Fund.
More investments
On the other hand, the minister referred to the actions to rehabilitate neighborhoods, buildings, homes and public buildings contemplated in the Recovery Plan, which also "contributes to the take-off of the sector of rehabilitation and sustainable construction." Specifically, the minister has said that she estimates that she will be able to generate 400,000 new jobs, more than 50,000 of them in Andalusia with the set of investments planned.
Finally, the minister reaffirmed the commitment of the Ministry and the Government to the development of the infrastructures of Andalusia and Seville. Thus, after recalling the agreement signed with the Board to cofinance 50% of the construction of the northern section of line 3 of the Metro, Raquel Sánchez announced that today the contract to draft the informative study of the railway connection between the station of Santa Justa and the airport of Seville has been awarded for 642,000 euros (VAT included).
The aim is to choose the optimal alternative for the rail passenger connection between the station and the airport. To this end, a sufficient number of routing alternatives will be analyzed, with the degree of definition and precision according to this type of studies, which will subsequently be compared under technical, economic, environmental and exploitation considerations.
