- The Council of Ministers has today approved the Royal Decree of direct concession of funds to finance metropolitan collective public transport in the year 2025.
- In addition to Madrid, Barcelona, Valencia and the Canary Islands, they receive aid, up to a total of 364 million.
- These grants are in addition to the other grants called by the Ministry of Transport and Sustainable Mobility during 2025.
The Council of Ministers, at the initiative of the Ministry of Transport and Sustainable Mobility, has approved a Royal Decree of direct concession of 363.7 million euros in aid to finance metropolitan public transport in the year 2025, of which almost 127 million will reach the Madrid Transport Consortium.
At the national level, other entities that receive grants are:
• Barcelona Metropolitan Transport Authority (Autoritat del Transport Metropolità): 149.3 million euros.
• Autoridad del Transporte Metropolitano de Valencia (Autoritat del Transport Metropolità de València): 40 million euros.
• Autonomous Community of the Canary Islands: 47.5 million euros.
The direct granting of these subsidies involves an investment effort identical to those of 2023 and 2024, which shows the clear commitment of the Government of Spain to the promotion of public transport, and they are in addition to the other aid implemented by the Ministry of Transport and Sustainable Mobility during 2025, aimed at financing the implementation of:
- Free public transport for children up to 14 years of age.
- Discounts of 50% on subscriptions and young multi-travel titles.
- Reduction of fares in the rest of subscriptions and multi-travel titles of at least 40%.
- Discounts on recurring payments for public bicycle loan systems of at least 50%.
All this without forgetting other measures of great importance such as the program Young Summer, which in this edition has achieved record users and trips with more than 6.8 million trips made by train and bus with discounts of up to 90%, between July 1 and September 30, 2025.
Characteristics of these grants
The regular transport of passengers in these metropolitan or island areas is characterized by a significant volume of affected population, great intensity of travel, the participation of several administrations in its management and the impact of its operation on the general economic activity and of various sectors.
The granting of these grants is conditional on having a Sustainable Mobility Plan on the part of the beneficiaries and that it is consistent with the Spanish Sustainable Mobility Strategy 2030, so that state funding acts as an incentive to deploy this mobility planning and management instrument.
