El Official State Gazette has published the resolution of the Ministry of the Presidency, Relations with the Courts and Democratic Memory calling for grants for activities related to the recovery of Democratic Memory and the victims of the Civil War and the Dictatorship by 2020.
With this call, the Ministry of the Presidency, Relations with the Courts and Democratic Memory immediately promotes the implementation of projects and actions in the field of Democratic Memory, confirming its full support to memory entities and associations and reaffirming its commitment to the victims.
This aid will be granted on a competitive basis and is intended for associations, foundations and other private non-profit entities, as well as universities and public research bodies, as well as groups of natural persons whose objectives or activities include those related to the recovery of the Democratic Memory and the recognition of the victims of the Civil War and the Dictatorship.
The resolution establishes four types of projects or initiatives that can be subsidized:
Activities aimed at the investigation, location, exhumation and identification of missing persons in graves of the Civil War and the Dictatorship, as well as those aimed at the dignification of the same and, where appropriate, of the graves of the people who died in exile. These activities can receive aid of up to 16,000 euros, an amount that can be increased to 30,000 euros in the case of projects aimed at interventions in graves where there is clear evidence that the remains that are intended to be recovered belong to more than 10 people.
Studies and research related to the recovery of the Democratic Memory, as well as the moral recognition of the victims of the Civil War and the Dictatorship. The aid for these activities may amount to 12,000 euros.
Publications and organization of courses, conferences, exhibitions and other scientific and/or informative events on Democratic Memory. In this case the aid amounts to 5,000 euros.
The collection, conservation, study and dissemination of written, oral, audiovisual and intellectual documentary heritage of the Civil War and/or the Dictatorship. In this case, the planned aid is up to EUR 10,000.
The evaluation criteria for the projects include the technical quality and economic viability of the project, collaboration with other entities or institutions, the experience, trajectory and specialization of the entities, the impact of the project on the company or the cofinancing of the project.
The maximum time to execute each project or initiative is one year from the publication of the corresponding concession resolution.
The total budget of the aid called for amounts to 750,000 euros. 60% of this amount will be used for activities aimed at the investigation, location, exhumation and identification of missing persons in graves of the Civil War and the Dictatorship, the dignification of these and, where appropriate, the graves of the people who died in exile. The remaining 40% will be used in the other activities included in the Ministry’s resolution.
The grants may only cover expenses that undoubtedly respond to the nature of the subsidized activity and are carried out within the time granted for the execution of the same. Likewise, expenses incurred in the three months prior to the publication of the call for the corresponding subsidies can be financed.
It should be noted that this subsidy will be compatible with other aid from public or private bodies or institutions for the same activity, provided that the sum of all aid does not exceed the cost of the subsidized activity, as provided for in the general rules on subsidies.
